Dr Acharya Seeks Private Sector Support for Govnt Educational Institutions
Udupi, Dec 28: State home minister Dr V S Acharya, while saying that the present government has been laying added emphasis on imparting quality education, exhorted the private sector and individuals to extend their support towards the growth and development of the government-run educational institutions.
He was speaking after inaugurating the golden jubilee celebrations of Polipu government PU College and the zilla panchayat higher primary school near Kaup on the night of Friday December 26. He also announced, that he would provide two lac rupees for providing seating arrangement at the newly built library of the college, from the MLC development fund.

GULBARGA: Home Minister V.S. Acharya on Monday announced that a dedicated intelligence wing would be created in the State, with a separate set of officers recruited for the purpose, to meet increasing challenges and threats from extremists and terrorists. Dr. Acharya told presspersons here that the proposed wing would be an independent department. It would be a part of the Internal Security Division that is to be created and the division would be entrusted with the responsibility of monitoring the Anti-Terrorist Squad and the Coastal Security Police.Best training
He said that those recruited to the intelligence wing would be provided with the best of training in information gathering from the grassroots level, and some of them would be sent to other countries to hone their skills in intelligence collection.
To a question, Dr. Acharya said that the Government was also considering sending a team of police personnel deputed to the Anti-Terrorist Squad for expert training to some of the countries that have effectively tackled terrorism.
He said that the State Government, in the aftermath of recent terrorist attacks in various parts of the country, had held a series of discussions with security experts, senior police personnel and retired police officials and decided to constitute an Internal Security Division in the State and to strengthen the intelligence network.
“We want a trained and well-equipped intelligence team, and the staff recruited to all four wings of the Internal Security Division would get special pay, special service rules and other benefits,” he said. Dr. Acharya said the response from the Centre on the demand for an NSG unit in Karnataka was positive.

ಇಡಿಯ ರಾಜ್ಯದ ಜನತೆಯನ್ನು "ಬಕ್ರಾ" ಮಾಡಿದ ಖಾಸಗಿ ಸುದ್ದಿ ಚಾನಲ್ ಒಂದು ತಾನು ಮಾಡಿದ ತಪ್ಪಿನ ಅರಿವಾಗಿ ಈಗ ತನ್ನ ಕುಕೃತ್ಯ ಮುಚ್ಚಿ ಹಾಕಲು, ಗೃಹ ಸಚಿವರನ್ನು ಲೇವಡಿ ಮಾಡಲು ಹೊರಟಿದೆ! ಗೃಹ ಸಚಿವರು ಯಾರ ಹೆಸರು ಹೇಳದಿದ್ದರೂ ತಾನೆ ಹೆಗಲು ಮುಟ್ಟಿ ನೋಡಿಕೊಂಡಿದೆ! ಅಷ್ಟಕ್ಕೂ ಈ ಸುದ್ದಿ ಚಾನಲ್ ಅನ್ನು ನಂಬುತ್ತಾರೆ ಯಾರು?

Rumours on pulse polio spark violenceA wave of mischievous rumours about babies dying after being administered pulse polio drops caused panic in Tamil Nadu including Chennai. It all started with a private television, owing allegiance to an opposition party, running a scroll claiming that a child in Erode district had died after taking the polio drops.
Hospitals in Bangalore, which saw crowds of people last night following rumours that pulse polio drops were making children sick, are back to normal now. Authorities are making it clear that it was just rumours that had caused the panic and that there was nothing wrong with the vaccine. But it was an anxious time for both parents - and the hospitals - which had to try and calm the people down. Satish Chandra, Medical Superintendent, Bowring Hospital, says: "From the information we have from the police, the rumours started from Tamil Nadu. There was a death in Tamil Nadu. This was a post operative death -- it was not due to Pulse Polio. That kept spreading and came into Karnataka. Basically it was rumours that spread like wildfire and caught on to the hospitals." And the hospitals had a difficult night of trying to calm down frightened parents. Bowring Hospital property was even damaged. A day after the scare, things are quiet again, but it is clear that not all parents are convinced. Lakshmi, a mother, says: "We put the polio drops last night and the child was not well. In the morning we got to know that the stock was not proper so we brought the child in for a check up."The main concern now is to see that the Pulse Polio programme does not get derailed by this panic.Dr Chandra says: "We need to continue with this programme. We are nearing eradication. We need to continue with this programme, continue with this programme and go ahead. There is no looking back."

ಜನಸ್ಪಂದನ ಕಾರ್ಯಕ್ರಮಕ್ಕೆ ಜನರ ಸ್ಪಂದನ ಬೇಕು:
ಬಿಲ್ಲಾಡಿ, ಡಿ.೨೦: ರಾಜ್ಯದ ಬಿಜೆಪಿ ಸರಕಾರ ರೂಪಿಸಿರುವ ವಿವಿಧ ಕಾರ್ಯ ಯೋಜನೆಗಳನ್ನು ಜನರಿಗೆ ತಲುಪಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ರಾಜ್ಯಾದ್ಯಂತ ಹಮ್ಮಿಕೊಂಡಿರುವ ಜನಸ್ಪಂದನ ಕಾರ್ಯಕ್ರಮಕ್ಕೆ ಜನರ ಸ್ಪಂದನ ಅತ್ಯಗತ್ಯ ಎಂದು ರಾಜ್ಯ ಗೃಹ ಸಚಿವ ಹಾಗೂ ಜಿಲ್ಲಾ ಉಸ್ತುವಾರಿ ಸಚಿವ ಡಾ.ವಿ.ಎಸ್. ಆಚಾರ್ಯ ಅವರು ಹೇಳಿದ್ದಾರೆ.

Mangalore: Police trainees present passing-out parade
report MANGALORE Dec 21, 2008: Home Minister V.S. Acharya said on Saturday that the State Government plans to set up police check posts at the 18 fish-landing centres along the 320-km Karnataka coast.
He told presspersons here that this was one of the seven recommendations forwarded to the Prime Minister after detailed deliberations on strengthening security arrangements in the State in the aftermath of Mumbai attacks.
Earlier, Mr. Acharya received salute from 11th batch of police trainees, who presented an attractive passing-out parade at the police parade Grounds here. They had undergone training at the Dakshina Kannada Police Training School.

He told presspersons here that this was one of the seven recommendations forwarded to the Prime Minister after detailed deliberations on strengthening security arrangements in the State in the aftermath of Mumbai attacks.
Earlier, Mr. Acharya received salute from 11th batch of police trainees, who presented an attractive passing-out parade at the police parade Grounds here. They had undergone training at the Dakshina Kannada Police Training School.

ಅವರು ಶನಿವಾರ ನಗರದ ಪೊಲೀಸ್ ಕವಾಯತು ಮೈದಾನದಲ್ಲಿ ನಡೆದ ಜಿಲ್ಲಾ ತರಬೇತಿ ಪೊಲೀಸ್ ಶಾಳೆಯ ೧೧ನೆ ತಂಡದ ಪೊಲೀಸ್ ಪ್ರಶಿಕ್ಷಣಾರ್ಥಿಗಳ ನಿರ್ಗಮನ ಪಥ ಸಂಚಲನದ ಗೌರವ ವಂದನೆ ಸ್ವೀಕರಿಸಿ ಮಾತನಾಡಿದರು.

‘VIP visits to disaster sites should end’
ಈ ನಾಟಕಗಳಿಂದ ಏನು ಉಪಯೋಗ? ಇದರಿಂದ ಚಿಕಿತ್ಸೆ ನೀಡಲು ವಿಳಂಬ! ವೈದ್ಯರಿಗೆ ಕಿರಿ ಕಿರಿ, ರೋಗಿಗೆ ಸೋಂಕಿನ ಸಾಧ್ಯತೆ...
Bangalore: Participants at the national seminar on man-made disasters, organised by the Directorate of Home Guards, Civil Defence, Fire and Emergency Services, here on Thursday, expressed a serious view of the constant visits by the Chief Minister, Home Minister and other VIPs to disaster-hit places, which obstructed relief operations.
Director of Sri Jayadeva Institute of Cardiology C.N. Manjunath, who gave a presentation on medical emergencies and mass casualty management, said VIPs obstructed relief work and providing urgent medical attention to the injured persons.Waste of time
Dr. Manjunath said such visitors, accompanied by their entourage, would attract all attention till they left the place, as doctors and police officials would be engaged in explaining the situation to them, wasting precious time.
Air Vice Marshal T.P. Madhusudhanan, Principal Medical Officer, Headquarters, Training Command (IAF) also expressed similar opinion. Home Minister V.S.Acharya, a doctor himself, went a step further and said that VIP visits to such sites should be banned.
The Minister said he was criticised by the media when he wanted to implement it after the recent incidents at churches in the city and elsewhere.Church visits
Dr. Acharya said that Chief Minister B.S. Yeddyurappa and himself visited some churches and returned without any publicity.

Every citizen is a cop sans uniform’
Bangalore: Home Minister V.S. Acharya has said that in view of theincreased threat from terrorists, the State Government is in theprocess of constituting an internal security wing of the State Police.He was speaking at the Home Guards annual day function organised bythe office of the Commandant, Home Guards, Bangalore district, here onThursday.Dr. Acharya said the Coastal Security Force and the intelligence wingwould be merged with the proposed internal security wing, which wouldhave police personnel trained to tackle terrorist activitieseffectively. Coastal Security Force had earned the distinction ofbeing a well-knit unit, and it would be further strengthened, forwhich sಅಪ್
port had been sought from the Centre.The Minister said the Home Guards, a voluntary organisation, assistedthe police during emergencies such as natural disasters and fires, andelection-related security services. Its services could be utilisedeffectively for security purposes if volunteers were given specialtraining.The Government was also contemplating enrolling more number of HomeGuards. It had taken measures to enhance the allowances of Home Guardsserving in rural and urban areas, Dr. Acharya said.The Commandant General, Home Guards, and Director of Civil Defence,Jija M. Harisingh, presided over the function.

"There is a fear that they may lose their ‘dignity’ if others find them visiting a police station. Hence, the police should take initiatives to make sure that people feel comfortable visiting a police station to file their complaints." Home Minister V S Acharya, who presided over the event, said that people should understand that police are also part of the society.
E arlier, they just had to maintain law and order. But now with increasing terrorist and naxal attacks, the department has new challenges to face. “Unless the citizens join hands with the police, crimes will be difficult to tackle,” he added.

The superior psychological warfare machinery of Pakistan further tied down the already over stretched Indian security forces in knots. Also, this remains the single important reason why intelligence and police machinery of the Union and the States collapsed. BANGALORE: Home Minister V S Acharya vented his ire on the media for the negative campaign on the Home Department and urged scribes to stop commenting on the police department’s strengths and weaknesses.

Referring to the display of outdated ammunition at the recent show of arms, post the Mumbai terror strike, Acharya said: “Expired arms and ammunition are always put on display so that they do not trigger off even by accident.” “Even during Republic Day we display limited arms and ammunition at Delhi and elsewhere in the country. Does this mean that the country has only those equipment?” he said, asking the media not to dig out information related to the police force.
It is not fair to comment on the department, he said, referring to detailed reports on the kind of arms the police posses and their strength and shortage of staff. He also squarely denied allegations of former home minister Mallikharjun Kharge that the government had not paid enough money to the Centre to procure arms. “This is unfortunate. Being a former home minister, he should not have made such comments,” Acharya said.
“We are equipped with men and machines and will procure any equipment as and when required,” Acharya said.
He was also critical of human right activists who make an issue of any encounter of extremist forces. “Why are they keeping quiet even after such a big terror strike on Mumbai,” he asked, pointing at the double standards adopted by activists.

(it may be recalled that one of the Mumbai terrorists had received a letter from Pakistan, stating that he is a journalist, covering "Indian political news")
It is also a known phenomenon that Mediamen gate crash/ enter important venues without any pass/ identity card.
Hence it becomes important to keep in mind the possibility of terrorist posing as a Journalist...especially when they are with electronic gadegets like cameras- which can easily conceal weapons/ explosives!
