Accountability: need of the hour

Background: Police Tuesday filed cases against two local dailies in Karnataka for carrying an article based on Bangladeshi writer Taslima Nasreen's novel that sparked clashes and riots in two towns Monday, claiming two lives and injuring many. "We have booked cases under sections I53A, 153B and 295A of the IPC (Indian Penal Code) against both the newspapers for provoking the public and causing misunderstanding between two communities," Bangalore additional police commissioner A.M. Pujar told IANS here.

The first case was booked against Kannada Prabha, a Kannada daily of The New Indian Express Group (South) from Bangalore, for publishing a translated version of Taslima's article in English based on her novel "Lajja" Feb 28 in the Sunday supplement under the heading: "Parda o Parda".

The second case was booked against Siasat, a Urdu daily published from Bangalore, for a follow-up story March 1 stating that "an article based on the views of Taslima was published in a Kannada daily against the social custom/practice of wearing burqa (veil) by Muslim women".

The police also visited the newspaper offices late Monday and served notices to their publisher, editor and manager, directing them to carry an apology in Tuesday's issue and explain reasons for publishing the articles.

Both the newspapers carried an "apology" in Tuesday's issue on the front page for publishing the article and the follow-up story. But who will hold them accountable for the after effects/ damage caused to the public property?

The home minister, VS Acharya, said media needed a rule book to behave more responsibly while handling sensitive issues.
Two people were killed in Shimoga in a violence sparked by an article in a Kannada daily allegedly written by Bangladeshi writer Taslima Nasreen.
Replying to questions raised by members of the opposition in the legislative council, Acharya drew their attention to the restraint showed by American media while reporting the 9/11 attack on World Trade Center.
"None of the media broadcast close up of dead bodies or other ghastly pictures. Our media, too, should act with responsibility," he said.
While a free press was necessary in a democracy, media should not be judgemental. He felt the need for an ombudsman for media as in other sectors. Recalling the pub attack in Mangalore, he said it was another case of media hype.

Journalist of Puttur scales great heights in the art of News Fabrication!

Reporter from an evening newspaper of dubious repute, sets fire to a shop with the intention of creating communal violence!

If the community had not exercised restraint, this episode would have created another communal violence in Puttur.

Police are also investigating, whether the same reporter was also involved in the desecration of Mahatma Gandhijis statue at Puttur.

=None of the local webpages which otherwise sensationalize any news which involves minority community have reported this episode!

When the national media houses are busy crying hoarse (with 6 column coverage on front page- thus adding fuel to the fire) on an attack on a church grotto in village near Udupi...

Gladson from Brahmavar writes...Gone are the days when devotees interceded saints to protect them from dangers! Now the Saints seem to be asking people to protect them! Why blame BJP, Congress or anyone when we have failed to restrict our own black sheep? Though the prevailing situation makes us easy to find fault with political parties and their chelas, let us not forget that we have enough people within our community who know how and when to take advantage of the situation. An incident that took place some months ago near Mangalore is a nice example. We can brush it off saying it is just a stray incident. But bottomline is that our clergy and laity leaders who feel comfortable hanging on to each other's garbs, often give enough reasons for at least a handful of people to have grouse. Leaving aside this, why can't we spend some money to provide the church premises with ample security? We spend crores on marble floors and sandlewood doors and a few lac on presbyteries. But fail to secure the building or appoint on security guard. While the critics can always argue as what one security guard can offer, let us not forget that his presence can make a lot of difference. We have locked up God within the church in such a manner that it becomes extremely difficult for Him to come out or shout for help when He is attacked!! Sad that when we enjoy a secure sleep inside our houses, our God has been exposed to attacks. He sent His Son 2000 years to rescue us but we don't have one security guard to protect Him now!

Self Restraint by the media: need of the hour

An ill timed statement about law and order- falsely attributed to the Governor, Legislative session in progress ...timing is just right for the miscreants to play havoc!
What is needed at present is the self restraint by the media, not to blow these incidents out of proportion.
Condemning the incident, home minister V S Acharya alleged that some anti-social elements were trying to create disharmony. He gave an assurance that churches in the state would be protected. Acharya said he had deputed a team of senior officials to get an on-the-spot assessment of the incident, and instructed the police to speed up the investigation.
Unanswered questions:
1. Why there was no security guard on duty? (the security guard has been away on leave 3 days ago!)
2. Why did the Congress brigade visit the place at 11am, much before the Church authorities lodged the complaint regarding the attack? (whether the Cong brigade was there to verify the job done by the hired miscreants?)
The debate...
1. Is it the job of the police to guard places of worship?
2. To Blame the police for the vices of the society, is similar to blaming the doctor for ill health!

BANGALORE: The legislative council debate on communal clashes in Mysore city was put off to Monday following a request from the ruling party leaders and acrimony over an adjournment notice from the opposition leader. " For God's sake lets not debate on this issue today as the situation is still tense in Mysore. The words we speak here may provoke the people there. We will first ensure the situation is under control and later we will answer all your queries,'' chief minister B S Yeddyurappa said in reply to the opposition leader's demand seeking to move an adjournment motion on the issue. The CM also maintained that local people in Mysore are not instigating the violence but vested interest from Kerala, Mangalore and Kodagu. "How will local people dare to indulge in violence when section 144 is in place? This is clearly the act of outsiders to disturb peace and harmony in the state,'' Yeddyurappa said. Defending the police, the CM said its high time they support the police and boost their morale. Earlier, acrimonious scenes were witnessed when the ruling party leaders including Yeddyurappa raised objection to contents in the notice of opposition leader V S Ugrappa seeking adjournment motion to debate on communal clashes in Mysore. While appealing for a debate on the issue, Ugrappa, in his notice, had held police and state government responsible for the clashes. None will be spared: Acharya


MYSORE: As home minister V S Acharya was not allowed to visit the violence-hit areat, he only called on the injured perosns and their relatives on Saturday. Meanwhile, the city police sent out a clear message to anti-social elements by swooping down on them. Over 20 persons were arrested in the city during an operation that started in the wee hours and continued till early morning. The police have also seized sharp weapons from some arrested persons. "These weapons were stored in their houses, which was raided by the police," sources told The Times of India. To make clear that nobody will be spared, the police braved odds and took into custody a close relative of a woman corporator. Some areas in Udayagiri police station limits were raided, sopurces said. Extending support to the administrators' actions, Acharya stated: "We will not spare anybody and law breakers will be dealt with as per the law." Speaking to reporters after visiting the injured perosns at four hospitals, the minister said his priority is to restore normalcy in the city and net the criminals. But he refused to have magisterial enquiry into the violence contending that the case does not warrant it. Refusing to comment about Congress leaders charge that the BJP government is instigating the people, Acharya said: "I will not respond to it. I'm focused on getting the city back to normal. Meanwhile, the condition of BJP Yuva Morcha chief Giridhar continues to be critical. The minister put the number of injured presons at eight. "This is an accidental violence and the administrators are doing what is necessary. Let them investigate," he stated. (TOI)

Terrorism presents a challenge to law enforcement since it requires police/agencies to act proactively against crimes (terrorist acts) that in many cases have not yet been committed. (with the risk of facing charges by Human rights activists, in the usual lines of "arrest of the innocent" "encounter" "diversionary tactics" etc.,)
If the police wait, as they do traditionally, to react to terrorist crimes after they are committed, then the role of the police is that of a first responder, and an investigator. (again the Police/ forces would be in the receiving end for "intelligence failure" "tactical incoordination" "lack of competence to save lives" "inaction" etc.,)
The public, however, expects police to deal with terrorism differently.This is mainly because crimes such as rape, theft, robbery and even murder target the individual while terrorism targets the public. As such, the public demands that the police act to prevent terrorism before it becomes a criminal reality.
So, the message is: please let the investigating agencies do their job, too much curiosity on the part of media, hampers the investigations/ outcome.

How has the state government tackled the fallout of the attack on churches?

The state is peaceful. On September 14, when these most unexpected and shocking incidents occurred in Mangalore, we rushed to the place and met all concerned and convinced them. A joint statement for communal harmony was issued by Christian and Hindu leaders. Thereafter, not one incident has been reported from that belt.I stayed there for four days, the chief minister himself visited the area on September 15. Again, we both made earnest attempts to bring back normalcy and peace. Thereafter, our endeavour has been to maintain peace throughout the state. But unfortunately, our political adversaries instigated some anti-social elements, and they started creating problems. Though minor in nature, they drew the attention of the public through the media, and it became national news.
What assurance has the state government given the archbishop?

We told the archbishop and the bishop of Mangalore that we are committed to protecting every community and such incidents will never recur. They should also cooperate and have confidence in us. I visited the bishop when he was in the hospital at Falnir. I also visited a few injured Christian friends in various other hospitals. Congress leaders Janardhan Pujari and Margaret Alva have wrongly stated that nobody visited these areas in Mangalore. I have visited the scene of crime and every hospital to see policemen and Christian nuns, and have assured them of help and assistance.
Was the Karnataka government caught unawares? Why did it fail to anticipate more attacks in the subsequent days?

Yes, even I was caught unawares. We never expected such a development as we were busy celebrating our first 100 days in office and charting the roadmap for the next 100 days. We were also busy with our party’s national executive council meet in Bangalore. The shocking news came to us at 10.30 pm when we were holding a special meeting to review the situation after the Delhi blasts on September 13. Thereafter the chief minister and I were fully involved in maintaining peace.
Why did the crisis spread to Bangalore?

We did not anticipate this since there was no reason to. But even the two stray incidents are totally unrelated. In one case, it looks like a rear door was broken when the police were present in the front. Some miscreants took away records and money and it looks like a dispute within themselves, that is, between a Malayalam and a Kannada group. This was confirmed later when we met a few local Christians. We would not call the Bangalore incidents alarming, but we are sorry that they happened.
In the coastal districts and Chikmagalur, the conversion issue has been alive for many years. Did your government anticipate a collision with the church on the issue?I

n the coastal regions, there was and is an apprehension of forceful enticement by taking advantage of people’s helplessness. There have been conversions in these areas in the recent past, especially among the fishermen community and a few below the poverty line. The Roman Catholic Church and, by and large, the principal Protestant Church have denied this. They have said they are against conversions through inducements and against those churches that indulge in such conversions. The bishop of Mangalore is on record saying they are opposed to such conversions and the New Life Church and Pentecostal Church are a problem for them as well. For example, in a Milagres church, I believe all 53 families have gone over to New Life. This was brought to my notice by the bishop of Mangalore.
How do you propose to tackle the issue of conversion through inducement?

People must come forward to locate and isolate these sections who indulge in conversions, and complain to the police. The police will then handle the issue. People should not take the law into their own hands.
Will the BJP government look into complaints of such conversions?Sarva Dharma Sambhav — treating all religions respectfully — is our party’s policy and one of our five guiding principles. The chief minister has been saying from day one that people should not take the law into their own hands; let the government handle it.
Were the Sangh Parivar outfits told to keep away from the Hindutva agenda when your party came to power for the first time in the south?

No, I don’t think so. People know what Hindutva is. It is a tolerant philosophy. The BJP should go about the task of governance.
Is there a call from the RSS to treat religion and governance as one?

No. They know what are our limitations are and how we should conduct ourselves. That is not a problem for us.
What is the RSS’s view on the crisis? Did it offer any advice?

They say it should not have happened. They are opposed to violence and say that everybody must be treated equally and whoever takes the law into their hands must be tackled. In their view, forceful conversion is the root cause of all this unnecessary violence.
Your party is accusing the opposition of creating trouble for political gains. Do you have any proof against them?

We are collecting evidence. The results are coming in and they are encouraging.
In retrospect, do you regret the police action on Christian protesters last Monday in Mangalore?

Any police action does not look happy retrospectively. People marched with lathis. Our policemen are the best response we have to tide over such a situation. We have to respect our policemen, but somebody threw stones on their heads from above (from the top of buildings) and beat them up with sticks. That being the case, we are at a loss to say who is right and who is wrong. In all, 45 policemen were injured and 26 members of the public. Anyway, it is important that the situation was controlled within two days. Also, there were no major casualties, no loss of life, no damage to property. This is the physical balance sheet.
The central observers’ report could be damaging for the state’s image. How do you plan to tackle its fallout?

We will tackle it. Nothing much has happened. The situation is by and large normal. There are many other states where the situation is really bad. Compared to them, Karnataka is safe. Their (central observers’) statement cannot contradict the situation prevailing here. We will give sufficient evidence and also ask people to come forward and give evidence.
Do you see any long-term repercussions on foreign investment flow into the state, especially since Christian groups are planning to raise the issue aboard?

Everybody knows the issue has settled down. Some vested interests are out to tarnish India’s image, BJP’s image.
Has the Centre invoked Article 355 in spirit, if not in letter?
Article 355 has not been invoked. Two letters of an advisory nature have come. We have no problem with that. If they go further and unnecessarily interfere, we will react.

ಜಿಲ್ಲೆಯಲ್ಲಿ ಎಲ್ಲಾ ಚರ್ಚ್ ಗಳಿಗೆ ಭದ್ರತೆಯನ್ನು ನೀಡಲಾಗಿದೆ. ಮಾತ್ರವಲ್ಲದೇ ಇತಿಹಾಸದಲ್ಲೇ ಪ್ರಥಮ ಭಾರಿ ಈ ರೀತಿಯ ಘಟನೆ ನಡೆದಿದೆ ಎ೦ದರು.
ಉಡುಪಿಯ ಪೋಲಿಸ್ ಅಧೀಕ್ಷರ ಕಚೇರಿಯಲ್ಲಿ ಡಿವೈಎಸ್ಪಿಗಳ ಬಗ್ಗೆ ಪ್ರಶ್ನಿಸಿದ ಪ್ರಶ್ನೆಗೆ ಅವರು ಈ ರೀತಿಯಾಗಿ ಪ್ರತಿಕ್ರಿಯಿಸಿದರು:-ನಾವು ಆ ವಿಷಯದಲ್ಲಿ ಇಲ್ಲ. ಮತ್ತು ಸ೦ಬ೦ಧಪಟ್ಟ ಇಲಾಖೆಯ ಮೇಲಾಧಿಕಾರಿಗಳು ಈ ವಿಷಯದ ಬಗ್ಗೆ ಕ್ರಮಕೈಗೊಳ್ಳಲಿದ್ದಾರೆ೦ದು ಅವರು ತಿಳಿಸಿದರು.

ಕಾಂಗ್ರೆಸ್ಸ್ ಹಾಗುಜನತಾ ದಳಗಳು ಅಲ್ಪ ಸಂಖ್ಯಾತರನ್ನುಬರಿಯ ವೋಟುಗಳಾಗಿ ಲೆಕ್ಕ ಮಾಡಿ, ದುರ್ಬಳಕೆ ಮಾಡುತ್ತಿರುವದು ಪ್ರಜ್ಞಾವಂತನಾಗರಿಕರಿಗೆ ಈಗ ಅರಿವಾಗಿದೆ!

ಅಧಿಕಾರ ಕಳೆದುಕೊಂಡ ಮೇಲೂ ಬುದ್ದಿ ಬಾರದ ನಾಯಕರು ಈಗ ಮಾನಸಿಕ ಸ್ತಿಮಿತ ಕೂಡ ಕಳೆದುಕೊಂಡ ಹಾಗಿದೆ...ಇವರ ಕಿರಿಚಾಟ, ಹೇಳಿಕೆಗಳನ್ನು ನೋಡಿದರೆ ಇವರೇನಾ ನಮ್ಮನ್ನು ಆಳಿದವರು ಎಂಬ ನಾಚಿಕೆಯು ಆಗುತ್ತದೆ! ಪುನಹ ಅಧಿಕಾರವೆರುವ ಇವರ ಕನಸು ನನಸಾಗಲು ಇವರು ಏನು ಮಾಡಲು ಹೇಸುವುದಿಲ್ಲ ಎಂದು ಜನರಿಗೆ ಚೆನ್ನಾಗಿ ತಿಳಿದಿದೆ...ಇಷ್ಟಾಗಿಯೂ ಮೇಡಂ ಅವರನ್ನು ಕರೆ ತಂದು ಇವರೇನು ಸಾಧಿಸಲಿಕ್ಕೆ ಇದೆ? ಇವರ ಬಡ ಬಡಿಕೆಯ ಸ್ಯಾಂಪಲ್ ಇಲ್ಲಿದೆ...
