World Consumer Day: Consumer issues to be discussed says Acharya

Udupi March 15, 2010: Karnataka Home Minister Dr V S Acharya today said the state government would convene meetings, soon after the current assembly session, to discuss the issues of packaged edible oil, non-availability of certain branded goods and issues related to manufacturers and consumers.
Speaking after inaugurating the District level Word Consumer Day 2010, jointly organized by the District Administration, Department of Food and Civil Supplies and Consumer Affairs, Department of measurement, District Information department and District Consumer Information Centre and Udupi District Consumer Forum here, he said the meeting is expected to be held after March 19 in Bangalore in which representatives from Consumer Forum would also be invited to participate.
"There are many complaints that branded edible oil from India is being exported to Malaysia, where there is a great demand for Indian edible oil, resulting in the scarcity of the commodity in the Indian market," he said.
Stressing the need for the formation of Karnataka State Consumer Council, the Minister said, the Ministry of Food and Civil Supplies could not concentrate on the issue of consumer affairs, which falls under the Ministry, as another equally important issue of Below Poverty Line (BPL) cards was pending with them.
He said as per the 2001 census, there are 1.17 crore BPL families in 1.02 crore houses, out of which only 76 lakh have been issued BPL cards. But according to the Central Government assessment, only 28 per cent of them have been identified as BPL in the state, who are eligible for the benefit. Based on this assessment, the Centre was releasing rations to these identified families.

Update on 19.08.2009

Bangalore, Aug 19, 2009: The Home Minister of Karnataka Dr. V S Acharya today said that government was maintaining a strict vigil though the threat level has come down in the state. He said that centre and State had been sharing intelligence reports and there was no immediate terror threat to the state.
Addressing the presspersons Dr Acharya said "Despite the situation easing, we are more careful and keeping vigil." Acharya, who participated in the Internal Security Meeting convened by the Centre, said several issues regarding terror activities were discussed but these could not be shared with the media.
Karnataka has asked the Centre to enhance funds for modernisation of police force, he said, adding that last year the state got about Rs 600-crore grant.
Dr Acharya said that Coastal Security police stations across the Karnataka coast were maintaining strict vigil and the government had also sought co-operation from the fishermen in this regard, who are on the constant move across the coastal waters. He said a voluntary outfit ‘Sagar Rakshak Dal’ comprising of fishermen was formed for this purpose who function as informers.
On being asked whether the government will check the activities of right wing outfits, as was being done in the case of Left wing organisations, Acharya said, "Right Wing are nationalist forces. There is no problem with them".
Tribunals in rural areas
Karnataka Government has also decided to set up tribunals at village level, enabling the people to settle their legal disputes, the Home Minister said.
Dr Acharya said a proposal to set up tribunals at village level was made at the conference of state Law and Home Ministers, presided over by Prime Minister Manmohan Singh, held recently. These courts will be functional by Karnataka Rajyotsava day, he said adding that Government had accepted the Centre’s recommendations over appointing judges by the All-India Judicial Commission.
He said a few more tribunals would start functioning from November first this year.
No additional water to TN
Dr V S Acharya refuted reports that Karnataka Government has released additional water to Tamil Nadu, saying that only excess water was being let out from the Krishnarajasagar reservoir.
Excess water is being let out after the dam touched its Full Reservoir Level (FRL), Dr Acharya said, refuting reports that the state was releasing more water acceding to the Tamil Nadu demand.
The FRL, which was hitherto maintained at 124 ft, has been scaled down to 123 ft as per engineers' suggestion, he said, adding, water had reached 123 ft now.
During the August 17 meeting of Energy Secretaries of Southern states held in Chennai, Tamil Nadu had put forth the demand for release of 20 tmc ft water highlighting reports that the KRS was full following good rains in Cauvery catchment areas, he said.

Acharya all praise for Dakshina Kannada

Bangalore, July 20, 2009: The Home minister Dr. V.S. Acharya had all praise for the Dakshina Kannada district when he met the Bunts Association of Bangalore on Sunday. He said this district has emerged as a role model for the rest of the country in terms of Human Development Index, which indicates the progress of human life.
Felicitating the South Canara Association of Bangalore, on its golden jubilee Dr. Acharya said that the Human Development Index rating is done on the basis of the various facilities available in the particular area under index rating exercise. Some of the thumbnail aspects were availability of health facilities, education, cleanliness and infant mortality rate. The Human Development Index of the country has rated Dakshina Kannada district among some of the best districts of India.
Appreciating Dakshina Kannada for its contribution to the country’s economic growth, Acharya said Corporation Bank and Canara Bank have the history of 100 years of service to the region and the country much before the liberalisation process. He said these banks have left an imprint overseas as well.
Dr. Achraya appreciated that Dakshina Kannada had an exemplary record of linguistic harmony. In Dakshina Kannada district people spoke more than three languages like Kannada, Tulu, Konkani and Beary but there had been no division on the basis of language nor any social disharmony was experienced due to linguistic diversity so far which means the Human progress had been on the right direction..

''Nationalism, security, prosperity and equality

Mangalore April 20, 2009: The Home Minister of Karnataka Dr. V S Acharya today alleged the Congress Party leaders including its Supremo Sonia Gandhi, were spreading false propaganda against the BJP.
''This was done mainly due to frustration over BJP Government gaining popularity in the State,'' he added. Taking strong exception to Congress terming BJP as communal, Dr Acharya told newsmen here, BJP deserves respect for its commitment to principles and is not indulging in spreading false propaganda.
''Nationalism, security, prosperity and equality are the main principles of the BJP. The people of the State are already aware of the ill-designs of the Congress Party,'' Acharya charged.
Referring to Mr Rahul Gandhi's statement during an election meeting in Bangalore recently on the BJP Government having failed to utilize the grants released by the Centre, Dr Acharya claimed the Congress-led UPA Government had not released any grant other than recommendation made in the XII Finance Commission. The congress fearing the defeat is making thoughtless statements, he alleged. He also alleged that the Congress President, Sonia Gandhi did not know the nationality.
Defending his recent much-publicized visit to the Congress workers meet in Udupi District, Dr Acharya said, the visit was neither to the Congress office nor to the meeting of that party. ''I have been there to meet one of my old friends. I met my friend on his invitation at his shop and there was no party flag or no party meeting was being held there,'' Dr Acharya clarified.

An Unusual Thank You Note...

B Shankar comments...
Policing in India is a thankless job. The Home Minister and the police gets blamed for each and every thing. When they are proactive and take steps they get blamed of high handedness. All the so called Rights group become very active (take the recent case of a bombay don or naxal attacks). When they do their job according to the law or unfortunately they could not arrive on the scene immediately, they are blamed for everything from inefficieny to being involved in that. Just take the mangalore pub incident. The police arrested 10 culprits within 30 min of the incident. Within 24 hours they had arrested 27 people. Still every news paper/channel and parties started accusing the Home Minister and the police of inaction? What does "Action" mean? I assume for them "arresting and keeping indefinitely" accounts to some action. Now if the court grants bail, how can we blame the police/HM for that? We have to check the law which is used!. Also remember, the central govt recently ammended CrPc to prevent arrest of people by the police if the crime is punishable with less than 7 years of jail time. While everybody jumps to conclusion and starts critisizing at the drop of a hat, nobody talks about the job they do day and night to protect us. How many of us have thanked even a single police man for doing service for us when we enjoy our life? Have anybody thanked for maintaing the traffic for us, standing in a busy smoke filled road on a humid sunny day while we move around in our AC cars? How many of us have thanked him for maintaining vigil in a stadium while we enjoy a cricket match? Think of every act they do that most of us will not even imagine to do. I am not telling that there is no bad thing at all. There are black sheep. But pick one place where such a thing is not there? I cannot pick one. Then why paint the police dept as one inefficient Dept and blame them for all the ills in the society?
Lastly, we have seen so many articles critisizing the home minister as very inefficient and weak? I am still not sure the reason for such an assessment. For some of us, a minister is very strict and capable only when he bashes his officers in the public and suspends them as we have seen so many of the politicians do. But we have to understand that this is only for the public consumption. The reality is minister/politician should rely on the same officers to implement their programs. Nothing moves without their cooperation. Now if you demoralize them in public, what kind of cooperation can one expect? I would have the enthusiasm to do work for someone who chides me/my colleagues for no fault. And as we know just doing job is not good enough for progress. Now lets compare that with our current HM. Have we ever heard him complain against his officers? He has backed his force to the core even when he faced tremendous pressure from the media and the public. He knows that blaming officers just to please others does no good to anybody. Not the morale of the force albiet it may potray him as strict! And we all have started seeing the results. Today, ask any official and they are happy that they have a minister who can understand and supposts them. Also, see the number of cases that are solved in last few months including the blore blast case!
So my suggestion is for a change lets not get swayed by the views of some and start supporting our police force. Only then we can see a real change and I want to begin right now. My heartfelt "Thank You" to all the policemen and officers and the Home Minister for ensuring a peaceful Karnataka state as well as for all the work you do day and night to keep us safe.

Uninterrupted power: a fresh start!
No blame game, finding solution to Power Crisis...
(pic & news courtesy : mangalorean)
Niranthara Jyothi project aimed at providing 24-hour power supply to villages. The pilot project covers the entire Malur taluk which has 272 villages with a population of 1.5 lakh. On the shortage of power in the State, the Chief Minister urged the MPs from the State to put pressure on the UPA government at the Centre to increase Karnataka’s share of allocation from the Central grid.
Energy Minister K.S. Eshwarappa said the demand for power had grown by 20 per cent. He said a sum of Rs. 3,500 crore would be required to extend the scheme to the entire State.
Union Minister of State for Highways K.H. Muniyappa; Housing and Muzrai Minister Krishnaiah Shetty; Principal Secretary (Energy) K. Jairaj; and BESCOM managing director Tushar Girinath, were present on the occasion. Mega Power project at Kudagi, Bijapur
Union Minister of State for Power Jairam Ramesh said the Government has decided to set up 4,000-MW ultra mega thermal power project at Kudagi in Bijapur district. But the Centre’s coal policy allows ultra mega power project to be established either near a port or near coal mines.
The project at Kudagi would not be considered as ultra mega power project. He has written letter to Union Finance Minister P. Chidambaram and Planning Commission Deputy Chairman Montek Singh Alhuwalia to offer financial incentives to the project that were offered to the ultra mega power project. The Centre does not offer financial incentives to non-ultra mega power project, he said.
Plenty of water was also available since the Alamatti dam was located nearby. Kudigi is 350 km from Goa, the nearest port.
Karnataka Government and National Thermal Power Corporation (NTPC) have decided to set up a 2,000 MW thermal power project on a joint venture. Both the State Government and NTPC will sign the Memorandum of Understanding in a month to set up the power plant at an estimated cost of Rs. 10,000 crore. The location has not been identified.
Mr. Ramesh held a high-level meeting with Chief Minister B.S. Yeddyurappa and Energy Minister K.S. Eshwarappa and Home Minister V.S. Acharya, Chief Secretary Sudhakara Rao and Energy Department Principal Secretary K. Jairaj.

50 Golden Years of KSRP: ಸುವರ್ಣ ಸಂಭ್ರಮ

photo/ news: mangalorean
BANGALORE October 14, 2008:
Karnataka Government took serious exception to the Centres soft policy towards overstay of Bangladesh and Pakistan nationals in the State and urged the UPA Government led by Manmohan Singh to introduce national personal identification registrar for identifying foreigners staying in the country after the expiry of the visa period.

Karnataka Home Minister Dr. V.S Acharya told journalists, who met him at the Secretariat on Tuesday, that even after the expiry of the visa period a large number of foreign nationals have been staying in the State, including Bangalore and coastal towns. He said many foreigners overstaying and fomenting communal trouble to be identified and deported.

The Minister explained various proposals before the Government to maintain peace and security, and said the Centre should come out with national personal identification register to find out illegal emigrants in the country.
The national integration council meeting held in New Delhi on Monday debated various recent developments, including terrorism and attacks on churches in Karnataka and Orissa. The Yeddyurappa Government has mooted several measures, including appointment of Police Officers selected from among the local community, to help maintain communal harmony, Dr. Acharya said.

Karantaka was in favour of introducing a 'National Personal Identity register', he added. He said it would be easier for the enforcement authorities to identify those who were living in the country without valid documents if a 'National Personal Identity Registrar' was maintained. The Centre should be proactive in extending assistance to State Government to tackle the increased terrorist threats. Effective steps to be taken to stop infiltration of terrorists from across the western and eastern borders of our country, he said.

He said terrorism is an international phenomenon and it affects our national security. It is a social cancer which is spreading its poison across the globe. When mixed with religion, it becomes doubly lethal. Many of us in the State Governments feel that more steps need to be taken to tackle the issue of terrorism. It also appears that the central government is soft pedaling this issue, he said.

Sops for KSRP veterans

Chief Minister B.S. Yeddyurappa speaking at the function organized to mark the Golden Jubilee Celebrations of KSRP at Koramangala in Bangalore, said that veterans who have served in the Karnataka State Reserve Police (KSRP) for 30 years will be given promotions soon.

Yeddyurappa said department had identified more than 1500 constables and over 800 head constables who will be promoted for their outstanding service in the state towards maintaining law and order. He also announced on the occasion that the government had sanctioned Rs. 5 crore towards the convention hall for KSRP.

On this occasion over 1,500 KSRP personnel pledged to donate their eyes. Chief Minister Yeddyurappa earlier took salute at the parade. Others those who were present included Home Minister V.S. Acharya, City Police Commissioner Shankar Bidari, KSRP ADGP K. Srinivas, and IGP Kempaiah.

Hiriyadka (Udupi district) Oct 10, 2008: The state government was studying the possibilities of giving a subsidy of 25 per cent for purchase of all agricultural implements and machinery according to the Home minister Dr. V.S. Acharya.

Dr. Acharya was participating in the demonstration of the composite paddy cultivation machine at the premises of the Veerabhadra Temple in Hiriyadka eight kilometers from Udupi.

Dr.Acharya stated that Dakshina Kannada had been one among the top paddy cultivators in the state but due to the labour problems the district has now slid down in the line up. Farm mechanization will help the district to overcome the shortage of labour he added.

Dr. Acharya said though 60 per cent of the people were engaged in agriculture in the state their gross income amounted to only 18 per cent whereas only 20 per cent of the people were engaged in industry and their income had gone up to 22 per cent in the recent years he added.

Chairman of the State Apex co-operative bank M.N. Rajendra Kumar who presided over the demonstration programme said farm mechanization was the only way that can bring out the best in farming. He said with co-operative movement it was possible to gain more in the farming sector.

The farm mechanization project of the government of India was also chipping in a substantial sum of money into the project he added.

Others those who were present on the occasion included SD Sampath of Bangalore University of Agriculture, Prof Mithanthaya of Nitte Engg College, Naveen Chandra Jain president of farmers club Nitte, Dr TR Guruprasad, and others.

ಕಾಂಗ್ರೆಸ್ಸ್ ನಾಯಕರ ಬಣ್ಣ ಬಯಲು

"Center's agenda fails - Desperate Margaret Alva attacks Mangalore Bishop"

Secular activists ruining the chances of peace

By Team Mangalorean, Bangalore
MANGALORE, Sept 21, 2008: Various so called Secular and Human Rights activists have now started unleashing a barrage of words that has the potential of ruining the chances of long lasting peace and harmony in the city.
An array of "secular characters" starting from the former Chief Minister H.D. Kumaraswamy, his father H.D. Deve Gowda (who is also the former prime minister of India) former judge of Karnataka High Court M.F. Saldanha, film maker Mahesh Bhat and his followers in the Maharashtra Minority Commission, Teesta Setalvad, State minister for Wakf Arif Mohammad Khan, former state minority commission Chief Anwar Manippady, leaders of Karnataka Forum for Dignity and Komu Souharda Samithi and the pseudo secular characters from Congress party had attacked the peace pact executed by the Catholic Christians and Hindu organisations in the wake of the anti Christian sentiments and attacks on churches.
All these persons have criticised sections of the Catholic order, led by the Bishop of Mangalore Dr. Aloysius Paul D’Souza and the VHP leader Prof. M.B. Puranik for signing a pact of peace. The criticism meted out by these leaders has put the peace process in Mangalore between the two communities into jeopardy despite the best intensions of the leaders of the two communities. These are the two major communities in Mangalore and any peace process if had to succeed in the district these two communities are a must in the given conditions.
Even Margeret Alva had complained about leaving out the protestant church out of the peace process. Teesta in her scathing remark on the "compromising" agreement with Hindutva groups with Catholic Church was nothing short of a compromise. She said "There can be no peace without justice. Throughout the history, sections from the victim community have been co-opted by the oppressor." Which was a characteristic of the fundamentalist. She did not spare the Catholic Church also. She termed as "opportunistic" and "lacking in character" the concessions made by the Catholic leadership.

Attacking a fellow human being - which religion justifies it?

photo: The Hindu
Looting a closed shop...
Food for thought...for all visitors of this blog...
Look at the photos below (advisory: disturbing images)
Some journalists were even attacked for clicking these images...
Police attacked...
Public property looted...
Police vehicles vandalised...
Storage of stones in "holy places"
What would you do, if you were in a Police uniform...in this situation?

Why do you need stones in the cemetery?   Don`t they spare those who are resting in peace??
Love thy neighbour, stone thy police?   (look at the red soft drink crates...for throwing bottles too!)
Hiding inside a "place of worship"
Attack on Police from the terrace of the "place of worship"- professional job...check the camouflage!
May these stones rest in peace
No concern for environment, hapless trees bear the brunt...
Taxpayers money...a Police Bike...being vandalised by "peaceful protestors"
Police jeep looted by "peaceful protestors"...they are well educated, and behaved!

Road blocks...

So the pattern of any violence in Mangalore follows a pattern: some issue- blown out of proportion by interested elements- outrage in some community- logic takes a back seat- arson/ riot/ looting/ damage to public property / attack on police follows...when culprits are arrested- a team of oppostion leaders/ intellectuals parade in the city/ hospitals/ media demanding for CBI enquiry, release of all arrested and resignation of all concerned !
Alas! the poor common man does not understand the designs of these "out of power" politicians!

Please think reasonably, comment responsibly.
Raised voices/ abuses/blame game/ rumours have already caused enough damage, so there is no need to pollute the cyberspace with those!
(those who are commenting from the middle eastern countries(UAE), pause and think...would you ever dream of touching a Police officer? leave alone snatching wireless set/ loot a police jeep/ burn a police bike)
(If you have the integrity to make a responsible comment, please leave your e mail address with your comment)

Whatever happens, police get attacked!

"peaceful" protest
Police attacked: any protest, why target police?
