People have poor access to mental health care: Experts

BANGALORE: Access to mental health treatment is a serious issue. Almost 90% of people in rural and 50% in urban areas are deprived of the same, experts have said at a psychosocial meeting here on Thursday.
Inaugurating the 10th world congress of World Association of Psychosocial Rehabilitation (WAPR), home minister V S Acharya said: "Almost 20 million people suffer from mental illness. They find it difficult to fight for their rights because of the stigma attached with it.''
The minister had a solution to this: "Shortage of medical facilities and staff in villages to treat mental illness can be addressed by conducting a three-month course in mental health for general medical practitioners in rural areas. In north Karnataka, the Government Medical hospital will soon be made autonomous for treating mental illness.''
On the occasion, NIMHANS, Director, D Nagaraja, said: "Two per cent of population suffer from severe mental disorder. Unfortunately, even today the treatment gap is 50% in urban area and 90% in rural area. Government had sanctioned Rs 120 cr in the past budget and in present financial budget Rs 1000 cr is sanctioned but is not unable to increase the accessibility for treatment."
President, WAPR International, Dr Michael Madianos, said: "In more than 68 countries, 78% of the population have access to less than one psychiatrist. In South Asian and African countries, 89% of the population have less than one psychiatrist for one lakh population."
Psycho Social Rehabilitation, WHO 2002 report shows, globally, 154 million are affected with schizophrenia, 91 million by alchololism, 16 million by drugs, 25 to 50 million by Alzheimer and epilepsy and significant number of them suffer from depression and thousands of individuals commit suicide and majority of those who commit suicide are from developed countries. Luck runs out for conning duo

BANGALORE: They identified themselves as the home minister's son-in-law and gunman and asked for favours. They even trapped an assistant commissioner of police. But they were caught when somebody alerted the police commissioner. CCB sleuths have arrested conmen Sujendra (27) and Govindaraju (40). The former, from Udupi district, which is also the home town of home minister V S Acharya, stays in RPC Layout, Vijayanagar. He runs a hotel and mobile shop in Gandhinagar. Govindaraju, from Krishnanandanagar police quarters, is a constable from CAR North and is with the VVIP security wing. Sujendra's friend wanted a seat at Seshadripuram College for I year commerce and sought Sujendra's help. The latter and Govindaraju approached the ACP plan, introducing themselves as the home minister's son-in-law and gunman. The duo told the ACP they wanted a college seat for the gunman's son, saying the home minister was himself looking after the son's education! The officer tried to get a seat but since the boy had poor marks, he couldn't get admission. Meanwhile, the police commissioner received a letter about the duo and alerted CCB sleuths. (TOI)

Crime rates are falling: Acharya

Bangalore : The state government will soon convene a meeting of city legislators to seek their suggestions in preventing rising crime. "We will hold a meeting of MLAs in the larger interest of Bangalore,'' home minister V S Acharaya said, agreeing to a suggestion from the legislative council Speaker Veeranna Mathikatti. Reeling out statistics of the last three years, in reply to questions from members, Acharya said: "Despite the drastic increase of population, the crime rate is actually falling in the city.'' He said the police are deriving new strategies to prevent murders especially of home-alone women. "Growing real estate is a cause for concern with regard to crime in the state,'' Acharya added. MYSORE: At 27, Anitha B Muddannavar had a comfortable job. The MBA graduate
was commercial manager at a private bank that allowed her to operate out of plush chambers. But that was not what she wanted. Aspiring to make it to civil services, she was studying when she bagged a job with the Karnataka Police. On Thursday as she passed out with 12 other DySP probationers from the premier Karnataka Police Academy(KPA), the 28-year-old's passion for adventurous life was revealed. The sportsperson, Anitha has stood first in both rifle and revolver shootings during the 52-week training, first by woman trainee in recent years. Herein hangs a tale: Since her college days, Anitha has had a flair for an adventurous lifestyle and has represented Karnataka in Republic Day parade. She has won accolades for her shooting skills during her NCC days, a gift that fetched her top honours at the passing out parade. Daughter of Bheemappa and Kumkuma Devi from Dharwad district, Anitha quit her lucrative job to join as DySP with the Karnataka police. She wanted to be a civil servant but her passion was always adventure, Bheepamma, a retired executive engineer, explained without being surprised at her daughter's achievement. Anitha's parents and her close relatives were there to witness the event as home minister V S Acharya presented her with the trophies. Anitha's colleague S L Channabasavanna too has a story. He was serving as commercial tax officer, a job that is not as demanding as the cop. Still, he put in his papers and joined the police as DySP. Interestingly, of the 13 gazette probationers, four are engineers, two have post graduation to their credit and another is a veterinary science graduate. Of the 13, two are excise DySPs including Moses Samuel, who is an engineer. After they took the oath of policing, DGP Ajai Kumar Singh told them to understand it and follow it. "Always be people-oriented'', he told them. Acharya asked them to maintain dignity and gave them a pep talk in policing. "Terrorism is a major challenge now and you are the one who will be leading from the front in the fight against it'', he said. Communalism, attacks on socially and physically weak communities are the other challenges that the minister referred to when he asked them to follow the law. 70,000 houses to be built for police personnel

Rs. 500-crore loan to be raised for project Department to purchase 500 vehicles

BANGALORE: The Home Department will build 70,000 residential quarters for policemen in the next three years at an estimated cost of Rs. 1,500 crore.

Addressing presspersons here on Wednesday, Minister for Home V.S. Acharya said there were one lakh police personnel in the State and only 30,000 policemen had been given residential quarters. Nearly 7,500 houses were in a dilapidated state and were unsafe for living.

The department proposed to construct 70,000 residential quarters in various parts of the State by raising a Rs. 500-crore loan, he said.

The Karnataka Police Housing Corporation would build the quarters, Dr. Acharya said.

Around 500 vehicles would be purchased for the department at a cost of Rs. 18 crore. On Tuesday, the Minister handed over 23 vehicles, including 18 Hoysala, to the department.

The second unit of the India Reserve Battalion would be raised in Dharwad district. The Union Home Department had requested the Government to provide details related to land and location to establish the unit and a minimum of 500 acres would be required, Dr. Acharya said. The first unit of India Reserve Battalion had been raised in Koppal district. On filling vacancies, he said 142 assistant public prosecutors would be recruited soon.

Dr. Acharya clarified that no Minister was under intelligence surveillance and no orders had been issued directing the police or intelligence officials to watch Ministers’ movements.

Paramilitary unit ready by next year

Bangalore: The India Reserve Battalion (IRB), a paramilitary force on the lines of the CRPF, based in Karnataka will be operational within a year. Home minister V S Acharya said here on Wednesday the state govt is acquiring 500 acres of land in Dharwad to set up the IRB headquarters, besides a training centre in Koppal. Though the new unit will be at the disposal of the Union home ministry, it would be under state control under an Inspector-General of Police. 

1500 new vehicles for police: The state will soon replace 1,500 old and obsolete police vehicles with new ones, at a cost of Rs 18 crore. "The new vehicles, which are faster and more powerful than the old ones, will be introduced to the existing fleet,'' Acharya said. 

He said every police vehicle will be condemned after 10 years of induction and auctioned after getting the state govt`s permission through the director general of police. 

142 APPs to be appointed: Considering a long-pending demand, the state government will soon appoint 142 assistant public prosecutors to fill the existing vacancies in the state, Acharya said.

When Congress leaders address their own workers in meetings, there are chaotic scenes, unruly behaviour...However, here is an event wherein Dr VSA walked into an informal gathering of Congress activists, and had an interactive session in a cordial setting!

Udupi: It is election time, and every political leader is more than eager to speak at the earliest opportunity about the achievements of his party if only it can help get some more votes. But rarely does a seasoned leader make the right speech at the wrong place as it happened at Hiriyadka village, 15 km from Udupi.
Home Minister and senior Bharatiya Janata Party (BJP) leader V.S. Acharya faced severe embarrassment when he accidentally landed in a meeting of Congress workers on Sunday morning.
Udupi Taluk Panchayat member Ramesh Kanchan told The Hindu that a meeting of the local Congress committee was being held at the office of the president of the Hiriyadka Congress Committee, Vinod Kumar Rao, at 11 a.m. The meeting was being held to discuss the opening of the election office of the Congress candidate for Udupi-Chikmagalur parliamentary constituency K. Jayaprakash Hegde on April 16.
He said about 30 Congress leaders and workers were participating in the meeting. Suddenly, Dr. Acharya entered the office. Since he was the Home Minister and a senior leader, a chair was offered to him. Soon Dr. Acharya started his speech and elaborated on the achievements of the BJP government, and criticised the Congress-led governments for their “inadequacies.” It was at this point that the Congress leaders there began firing questions at him. They asked him why the BJP government was giving funds to religious maths instead of giving land to the poor. Why did the repair of roads begin when the Lok Sabha elections were about to be announced?, they asked.
“It was then that Dr. Acharya realised that he was at the wrong meeting. He got up and quietly left the place. He had probably come there to condole the death of Sridhar Mallya, senior BJP leader, who passed away a couple of days ago, but accidentally landed in our office. The house of Mr. Mallya is just little ahead of this office,” Mr. Kanchan said.
Mr. Vinod Kumar Rao, later said: “Since this is election time, Dr. Acharya might have wanted to canvass for his party. But he did not know that the local Congress committee meeting was being held at my place. Congress workers did ask him some questions.”
When contacted, Dr. Acharya told The Hindu that he had gone to Hiriyadka to condole the death of Sridhar Mallya. “Then I saw Mr. Vinod Rao. I thought of talking to him. When I went inside his house, I found many people there. I had an interactive session with them as a Minister. We discussed certain current problems. That’s all,” he said.

Chaplin statue: Personally, I have a great admiration for Chaplin. I have visited places where he shot his movies and the train in which he’d travel at California. The director wanted to erect a 67-foot statue close to the Shaneshwara temple. As per the Coastal Regulation Zone rules, structures taller than 30 feet are not allowed. Moreover, he had not taken permission. The issue was not about Chaplin’s religion, but about the violation of prescribed rules...Dr VSAcharya

Journalists should cut back on hype and fake outrage and reconnect with the public to not show photographer information

As Press Ombudsman, I am struck by the frequency with which people contact my office asking me to hurl a thunderbolt at some journalist or other. It’s not only that they feel they have been wronged in some way, but also because they have a real fear that if they engage personally with a journalist or a newspaper they will inevitably come off second best in a struggle between unequals.
No journalist worth his or her salt should expect to be universally loved, but is it a good thing that journalists evoke such fear? Where is the dividing line between honest indignation and arrogant prescription? Does journalism sometimes take on, chameleon-like, some of the attributes of those in public life whom it attacks for being out of touch, for dodging uncomfortable issues, and for refusing to take responsibility when things go wrong?
Other people knock on my door not because they are afraid to deal with journalists but because their reasonable attempts to do so have been met with a deafening silence. My own dealings with newspapers and journalists are generally businesslike and efficient: is there some reason why a small number of them cannot deal with the public — their ultimate paymasters — in the same way?
I know journalism is a high-pressure business, and dealing with the public is time-consuming and often unrewarding. But there are times when a little more humility and efficiency would go a long way towards restoring public confidence in print media that are under threat. In an ideal world, my office would be a last resort rather than the first port of call.
Independent regulation is good and useful in itself, whether in journalism or in banking. But if one profession after another turns into a cat-and-mouse game between the regulators and the regulated, we are on the way to fulfilling George Bernard Shaw’s sharp-tongued observation that all professions are conspiracies against the laity. Journalism should set its face against such an outcome and should continue to hold the feet to the fire of any other profession which looks like it is heading in that direction.
There is a continual risk, especially in straitened times, that the pressures of time and money will convert journalists into drones, residual processors of facts and opinions that have been generated elsewhere and which they will not have the time to evaluate or sift properly.
The web is a huge research tool and should not be underestimated. But journalists need to remember that their fingers on the keyboard are not the only tools of their trade. So are their eyes, ears and legs. They need to turn the damn computer off, get out and explore the world on the other side of the screen. It always repays a visit.
In journalism, crime always pays, but not always in the right currency. Newspapers would be a lot less interesting if there were no news of crime, and indeed crime reporting is often in the public interest, as well as being something that the public is interested in.
We employ Police to catch criminals and judges to sentence them. If journalists don’t think these institutions are doing their job properly, criticism is in order: that is what a free press is for. But there are a couple of reasons why journalism should stop short of operating on the basis that it could do a better job of either.
Justice should be the currency of the courts and the Police. Synthetic anger, trials by media and invitations to moral panic are no substitute. Worse, they run the risk of deadening the sensibilities of readers so that, when the wolf is really at the door, they will be unable to distinguish the hype from the reality.
If we are encouraged to believe that criminals are beyond redemption and have no human rights, what is the point of a probation service? Is inflicting collateral damage on the innocent families of those who have broken the law worth thinking about, or is it simply a question of an eye for an eye, a tooth for a tooth? Is vengeance preferable to justice?
If we persist in maintaining that although every saint has a past, no sinner has a future, do we not run the risk of coarsening public debate? And perhaps wearying readers, listeners and viewers with a diet of fake outrage that begins by boosting circulation and ends by turning people off?
Very little of this comes under the media’s new code of practice. But all of it invites reflection by journalists on what they are doing, and why.

District-in-charge Minister Krishna Palemar said, “Mangalore has been projected in a poor light across the world by the media.”

ಮತಾಂತರಕ್ಕೆ ಕುಮ್ಮಕ್ಕು ನೀಡುತ್ತಿದ್ದಾರೆ ಎಂಬ ಆರೋಪ ಹೊತ್ತಿರುವ ನ್ಯೂಲೈಫ್‌ನ ಮುಖ್ಯಸ್ಥ ಸ್ಯಾಮುಯೆಲ್ ಜತೆ ಸೇರಿ ‘ಮುಖ್ಯಮಂತ್ರಿಯಿಂದಾಗಿ ಕರ್ನಾಟಕದಲ್ಲಿ ವಾಸಿಸಲು ಸಾಧ್ಯವಾಗುತ್ತಿಲ್ಲ’ ಎಂಬ ಕನಿಷ್ಠ ಹೇಳಿಕೆ ನೀಡಿದ್ದರು. ಇದರಿಂದ ಕ್ರೈಸ್ತ ಸಮುದಾಯದ ಮುಖಂಡರು ಘಾಸಿಗೊಂಡಿದ್ದಾರೆ.

ಬೆಂಗಳೂರಿನಲ್ಲಿ ಸೋಮವಾರ ಮುಖ್ಯಮಂತ್ರಿ ಯಡಿಯೂರಪ್ಪ ಅವರನ್ನು ಹೈಕೋರ್ಟ್ ನಿವೃತ್ತ ನ್ಯಾ|ಎಂ.ಎಫ್. ಸಲ್ಡಾನ ನೇತೃತ್ವದ ಕ್ರೈಸ್ತ ಮುಖಂಡರ ನಿಯೋಗ ಭೇಟಿಯಾಗಿ, ಸಾಂಗ್ಲಿಯಾನ ಮತ್ತು ಸ್ಯಾಮುಯೆಲ್‌ನಂತಹ ವ್ಯಕ್ತಿಗಳು ಈ ರೀತಿ ಹೇಳಿಕೆ ನೀಡಿರು ವುದು ಖಂಡನಾರ್ಹ ಎಂದು ವಿಷಾದ ವ್ಯಕ್ತಪಡಿಸಿತು.

ಭೇಟಿ ನಂತರ ಸುದ್ದಿಗಾರರೊಂದಿಗೆ ಮಾತನಾಡಿದ ಸಲ್ಡಾನ, ಇಂತಹ ಹೇಳಿಕೆಗಳನ್ನು ಒಪ್ಪಲು ಸಾಧ್ಯವಿಲ್ಲ. ಕ್ರೈಸ್ತ ಸಮುದಾಯದ ರಕ್ಷಣೆಗೆ ಸರ್ಕಾರ ಎಲ್ಲಾ ಕ್ರಮ ಕೈಗೊಳ್ಳುತ್ತಿದೆ. ಇಂತಹ ಪರಿಸ್ಥಿತಿಯಲ್ಲಿ ಸರ್ಕಾರದ ವಿರುದ್ಧವೇ ಹೇಳಿಕೆಗಳನ್ನು ನೀಡಿರುವುದಕ್ಕೆ ಕ್ಷಮೆ ಯಾಚಿಸುತ್ತಿದ್ದೇವೆ ಎಂದು ನೊಂದು ನುಡಿದರು.

ಬೆಂಗಳೂರು: ಗುಂಪೊಂದು ರಾಷ್ಟ್ರಗೀತೆ ಹಾಡುವಾಗ ಎದ್ದು ನಿಲ್ಲದೆ ಅಗೌರವ ಸೂಚಿಸಿದ ಪ್ರಸಂಗ ನಗರದಲ್ಲಿ ಸೋಮವಾರ ಸಂಸದ ಎಚ್.ಟಿ.ಸಾಂಗ್ಲಿಯಾನ ಸಮ್ಮುಖದಲ್ಲೇ ನಡೆದಿದೆ.

ಅಂಬೇಡ್ಕರ್ ಭವನದಲ್ಲಿ ‘ಡ್ರಾವಿಡಿಯನ್ ವಾಯ್ಸ್’ ಸಂಘಟನೆ ಆಯೋಜಿಸಿದ್ದ ‘ಮತಾಂತರ ಏಕೆ?’ ಎಂಬ ಕಾರ್ಯಕ್ರಮದಲ್ಲಿ ಸಾಂಗ್ಲಿಯಾನ ಭಾಷಣ ಮುಗಿದ ತಕ್ಷಣ ರಾಷ್ಟ್ರಗೀತೆ ಹಾಡುವಂತೆ ಪ್ರಕಟಿಸಲಾಯಿತು.

ಸಾಂಗ್ಲಿಯಾನ ಸಹಿತ ಸಭಾಂಗಣದಲ್ಲಿದ್ದ ಬಹುತೇಕ ಮಂದಿ ಆಗ ಎದ್ದು ನಿಂತರೂ ಗುಂಪೊಂದು ಕುಳಿತೇ ಇತ್ತು. ಆದರೆ, ಸಾಂಗ್ಲಿಯಾನ ಅವರನ್ನು ಎದ್ದು ನಿಲ್ಲುವಂತೆ ಆ ಗುಂಪಿಗೆ ಹೇಳುವ ಗೋಜಿಗೂ ಹೋಗಲಿಲ್ಲ!

We have seen what happened during Gowda and Kharge's time. Now, no one died in the church attacks nor were there any serious injuries or loss to property. I have handled the situation successfully within two days and restored normalcy. The home department is a shock absorber of all departments. In the last 100 days, I have handled every situation successfully and it has been appreciated both inside and outside my department.

I have satisfaction that I have handled all issues, be it fertilizer crisis or the church attacks, to the best of my abilities. In two days, things were back to normal. During Congress rule, similar incidents never came under control even after 10 days. The way you are targeting me you are prejudiced. Why don't you give credit to me? Being a home minister, should I be made a culprit? I have passed in first class. The moment I feel I am not capable, I will resign.

"Have there been any deaths? Not even a single person is dead. There are no serious injuries to anyone, and there is no serious loss of property. I have brought the situation under control within two days. "It's a stray incident, and I'm quite confident that these won't be repeated."

I introspect things rightly. I have satisfaction that I have handled all issues, be it the fertilizer crisis or the church attacks," he said.

Christian Leaders urged the Government to release culprits of attack on police without any charges
Leaders of various Christian associations met the Home Minister Dr. V.S.Acharya and Hon'ble Chief Minister , Sri. Yeddyurappa at Vidhana Soudha on September 18, 2008. Justice M.F Saldanha, Former Karnataka High court judge urged the Government to act more responsibly and said excuse of conversion has to stop. He asked to Home minister to act impartially to restore confidence which the minorities lost in the Government. Mangalore incident has already damaged the state's image. He questioned as to why the Police is arresting victims rather than arresting the real culprits when they openly admit that they are responsible for such acts. Former DG IGP of Karnataka Mr. FTR Colaco asked the Government, as to why they keep on telling about conversions when there is not even a single proof. He demanded the arrest miscreants also urged the Government to release innocents who have been arrested. Mr. Harry D'souza , Gen Secretary of Karnataka Christian Social Welfare Association, submitted the memorandum. Home minister and Chief Minister said that a COD probe has been ordered. They assured that all the culprits will be arrested and Government would do everything to bring law and order to normal.

No Need for CBI probe: Karnataka Police are doing a good job

No CBI probe in Padmapriya death case: Karnataka Home Minister
Udupi (PTI): Karnataka Home Minister V S Acharya on wednesday refused to give in to the Opposition demand of asking the Central Bureau of Investigation (CBI) to probe the death of Padmapriya who was recently found dead in a Delhi apartment.

"As the state police is investigating, no question arises on handing over the case to the CBI", the minister told reporters here. "I have given a free hand to the state police to investigate and take all necesary steps in the case."

Detailed investigation reports are awaited from New Delhi, Bangalore and Udupi. The State Government will take a decision on the issue only after going through all these reports, he said.

The state police is yet to receive the post-mortem report, said Acharya.

Padmapriya, wife of BJP MLA Raghupaty Bhat, was found dead in an apartment in New Delhi on June 15 after she was reported missing from Udupi since June 10.

Bangalore: Home Minister V.S. Acharya on Tuesday denied that the Government had misled the public on the events leading up to the death of Padmapriya Bhat, wife of M. Raghupati Bhat, MLA. The Government had no reason to cover up the case, he asserted.
Dr. Acharya told presspersons here that he and Chief Minister B.S. Yeddyurappa had spoken with a sense of responsibility, and the police did their best to find her.
An investigation into the case was going on, he said, and he did not want to make further comments.
Asked whether the police would book any case against Atul Rao, who is alleged to have played a key role in the whole episode, the Minister said that if he had committed any offence, whatever provisions of law were applicable would apply to him.
