ಸದಾಶಯದಿಂದ ಬರೆದ ಲೇಖನದ ಮೇಲೂ ಕುತರ್ಕದ ಗೂಬೆ ಕೂರಿಸಿದರೆ ಏನನ್ನಬೇಕು? ರಾಜಕಾರಣಿಗಳು / ಆಡಳಿತಗಾರರು ಸುಮ್ಮನೆ ಭಯೋತ್ಪಾದಕರ ಸಂಚಿಗೆ ಬಳಿ ಬೀಳಬಾರದು, ಅಮಾಯಕರು ಆಸ್ಪತ್ರೆಯಲ್ಲಿ ಒದ್ದಾಡುತ್ತಿರುವಾಗ ತೊಂದರೆ ಕೊಡಬಾರದು ಎಂದರೆ ತಪ್ಪೇನಿದೆ? ಅಷ್ಟಕ್ಕೂ ಆಸ್ಪತ್ರೆ ಬಳಿ ಬಾಂಬ್ ಸ್ಪೋಟ ಆಗಬಹುದೆಂದು 25 ನೇ ಜುಲೈ ಅಂದು ಬರೆದ ಲೇಖನದಲ್ಲಿ ಹೇಳಿದ್ದು ಗುಜರಾತ್ ನಲ್ಲಿ ನಡೆದೇ ಬಿಟ್ಟಿತು...ಅಲ್ಲಿನ ಎಂ ಪಿ ಹರೇನ್ ಪಾಠಕ್ ಸ್ವಲ್ಪದರಲ್ಲಿ ಬಚಾವ್ ಆದರು...ರಾಜಕಾರಣಿಗಳ ಎಂದಿನ ನಡತೆ (ಆಸ್ಪತ್ರೆಗೆ ಮಾಧ್ಯಮ ಸಹಿತ ಮೆರವಣಿಗೆ) ಅರಿತಿದ್ದ ಭಯೋತ್ಪಾದಕರ ಸಂಚಿಗೆ ಆಸ್ಪತ್ರೆಯ 23 ರೋಗಿಗಳು, ಇಬ್ಬರು ವೈದ್ಯರು ಅನ್ಯಾಯವಾಗಿ ಸಾಯಬೇಕಾಯಿತು...(http://drvsacharya.blogspot.com/2008/07/blog-post_26.html, http://drvsacharya.blogspot.com/2008/07/secondary-bomb-blasts-at-hospitals-in.html, http://drvsacharya.blogspot.com/2008/07/our-response-to-terrorism.html)

ಭೀತಿವಾದಕ್ಕಿಂಥ ಘೋರ ...

ಭಯೋತ್ಪಾದನೆಗಿಂತ ನೀಚ ಕೃತ್ಯಗಳು ಏಕೆ?

ಸುಮ್ಮ ಸುಮ್ಮಗೆ ಹುಸಿ ಕರೆಗಳನ್ನು ಮಾಡುವುದು...ಈಗಾಗಲೇ ಬಳಲಿರುವ ಪೋಲಿಸ್ ಪಡೆಯನ್ನು ಬೇಸ್ತು ಬೀಳಿಸುವುದು ಅಲ್ಲದೆ ಸುಳ್ಳು ಸುದ್ದಿಗಳನ್ನು ಟಿವಿ ಮಾಧ್ಯಮದಲ್ಲಿ ಪದೇ ಪದೇ ಪ್ರಕಟಿಸಿ ಜನರನ್ನು ಹೆದರಿಸುವುದು...ಶಾಲೆ ಮಕ್ಕಳನ್ನು ಬೆದರಿಸಿ ಅವರಲ್ಲಿ ಭೀತಿ ಹುಟ್ಟುವಂತೆ ಮಾಡುವ ಮಂದಿ ಒಂದು ಕಡೆ... ಪೊಲೀಸರು ಏನೇ ಮಾಡಿದರೂ ಅವರನ್ನು ಅವಹೇಳನ ಮಾಡುವುದು...(ಭಯೋತ್ಪಾದಕರನ್ನು ಭಂಧಿಸಿದರೆ ಮಾನವ ಹಕ್ಕು ಉಲ್ಲಂಘನೆ ಎಂದು ಬೊಬ್ಬಿಡುವ ಮಂದಿ ಈಗ ಪೋಲಿಸ್ ವೈಫಲ್ಯ ಎಂದು ಕಿರಿಚಾಡುತ್ತಿದ್ದಾರೆ) ಸೊಳ್ಳೆ ಕಚಿದರೂ ಸರಕಾರವನ್ನು ತೆಗಳುವುದು...ರಾಜ್ಯದಲ್ಲಿ ಏನೇ ಆದರೂ "ರಾಜಿನಾಮೆ ಕೊಡಿ" ಎಂದು ಕಿರಿಚುವ ಮಂದಿ...(ಬೇರೆಯವರ ಆಡಳಿತದಲ್ಲಿ ಅವರ ಪ್ರಧಾನಿಗಳೇ ಭಯೋತ್ಪಾದಕರ ಗುಂಡಿಗೆ ಬಲಿಯಾದ ಘಟನೆ ಅವರಿಗೆ ನೆನಪೇ ಇಲ್ಲ ಪಾಪ) ನಿಜ ಬಾಂಬ್ ಇದ್ದರೂ ಸಿನೆಮ ಶೂಟಿಂಗ್ ನಡೆಯುತ್ತಿದೆ ಎಂಬ ಮಾದರಿಯಲ್ಲಿ ಗುಂಪು ಕೂಡುವ ಭಂಡ ಧೈರ್ಯದ ಜನ...(ಬಾಂಬ್ ಸಿಡಿದು ಸತ್ತರೆ ಪರಿಹಾರ ಗ್ಯಾರಂಟಿ ಎಂದೆ? ಅಥವಾ ಅದಕ್ಕೂ ಭದ್ರತಾ ಲೋಪ ಎಂದು ಬೊಬ್ಬೆ ಹೊಡೆಯಲೇ?)...ಬಾಂಬ್ ಸಿಡಿದಾಗ...ಗಾಯಾಳುಗಳಿಗೆ ಸಹಾಯ ಮಾಡುವ ಬದಲು...ರಸ್ತೆಯಲ್ಲಿ ಗುಂಪುಗೂಡಿ ಟ್ರಾಫಿಕ್ ಜಾಮ್ ಮಾಡಿ ಆಸ್ಪತ್ರೆಗೂ ಹೋಗದಂತೆ ಮಾಡುವ ಮಂದಿ...ಪೊಲೀಸರಿಗೆ ತನಿಖೆ ಮಾಡಲೂ ಬಿಡದ ಮಂದಿ...ಆಸ್ಪತ್ರೆಯಲ್ಲಿ ಎಡತಾಕಿ ವೈದ್ಯರಿಗೆ ರೋಗಿಗಳಿಗೆ ಕಿರಿ ಕಿರಿ ಮಾಡುವ ಮಂದಿ ಹಾಗೂ ಮಾಧ್ಯಮದ ಮಂದಿ...ಹಾಗೆಂದು ಹೇಳಿದರೆ ಪತ್ರಿಕಾ ಸ್ವಾತಂತ್ರ್ಯಕ್ಕೆ ಧಕ್ಕೆ ಎಂದು ವಾದಿಸುವ ಮಂದಿ... ಅಷ್ಟಾಗಿ ಭಯೋತ್ಪಾದನೆಗೆ ಪರಿಹಾರ ಏನೆಂದು ಹೇಳದೆ ಬರಿಯ ಭೀತಿಕಾರಕ ಅವಹೇಳನಕಾರಿ ಬರಹಗಳನ್ನು ಪ್ರಕಟಿಸುವ ಮಂದಿ ...ಪೊಲೀಸರ ಬಳಿ ಅದಿಲ್ಲ ಇದಿಲ್ಲ ಎಂದು ಬರಹ ಬರೆಸಿ ಭದ್ರತಾ ಪರಿಕರಗಳನ್ನು ಮಾರಿ ಲಾಭ ಹೊಡೆಯುವ ಆಸೆಯಲ್ಲಿರುವ ದಲ್ಲಾಳಿ ಗಳು...

ಚಿಂತನೆ: ಬಾಂಬ್ ಸ್ಫೋಟದ ನಂತರ

ಬಾಂಬ್ ಸ್ಫೋಟವಾದ ಕೂಡಲೇ ರಾಜ್ಯದೆಲ್ಲೆಡೆ ಅಶಾಂತಿ ಮತ್ತು ಕೋಮುಗಲಭೆಯಾಗಬೇಕೆಂಬುದು ದುಷ್ಕರ್ಮಿಗಳ ಆಶಯ.
ಪರಿಸ್ಥಿತಿ ಹೀಗಿರುವಾಗ ಇಡೀ ರಾಜ್ಯದ ಸುರಕ್ಷತೆಯ ಹೊಣೆ ಹೊತ್ತಿರುವ ಗೃಹ ಸಚಿವರು ಬಾಂಬ್ ಸ್ಪೋಟದ ಸ್ಥಳಕ್ಕೆ ಅಥವಾ ಆಸ್ಪತ್ರೆಗಳಿಗೆ ಭೇಟಿ ನೀಡುತ್ತಾ "ಪೊಟೋ"ಗೆ ಪೋಸ್ ಮಾಡುತ್ತಾ ಸಮಯ ಕಳೆಯಬೇಕೇ? ಅಥವಾ ಟೀವೀ Anchorಗಳಂತೆ ಮೈ ಮೇಲೆ ದೆವ್ವ ಬಂದಂತೆ ಸುಮ್ಮ ಸುಮ್ಮನೆ speculation ಮಾಡುತ್ತಾ ಜನರನ್ನು ಹೆದರಿಸಬೇಕೇ?

ಅಥವಾ
ಬಾಂಬ್ ಸ್ಫೋಟದ ತನಿಖೆಯ ಜಾಡು ಪತ್ತೆ ಮಾಡುವತ್ತ ಮತ್ತು ರಾಜ್ಯಾದ್ಯಂತ ಪರಿಸ್ಥಿತಿ ಶಾಂತವಾಗಿರುವಂತೆ ಪ್ರಯತ್ನ ಮಾಡಬೇಕೇ?

ಬಾಂಬ್ ಸ್ಫೋಟದ ನಂತರ ಸರಕಾರದ ರೆಸ್ಪಾನ್ಸ್ ಏನು, ಪೊಲೀಸರು ಏನು ಮಾಡುತ್ತಾರೆ, ಗಾಯಾಳುಗಳನ್ನು ಹೇಗೆ ಮತ್ತು ಎಲ್ಲಿಗೆ ಸಾಗಿಸುತ್ತಾರೆ ಎಂಬುದನ್ನು ಇಂದಿನ ಎಲೆಕ್ಟ್ರಾನಿಕ್ ಯುಗದಲ್ಲಿ ದುಷ್ಕರ್ಮಿಗಳು ತೆರೆದ ಕಣ್ಣುಗಳಿಂದ ಫಾಲೋ ಮಾಡುತ್ತಿರುತ್ತಾರೆಯೆಂಬುದರಲ್ಲಿ ಸಂಶಯವೇ ಇಲ್ಲ.
ನಿನ್ನೆಯ ಅಹ್ಮದಾಬಾದ್ ಸ್ಪೋಟದಲ್ಲಿ ಕಂಡಂತೆ ಮೊದಲ ಸ್ಪೋಟದ ಸ್ವಲ್ಪ ಹೊತ್ತಿನ ನಂತರ ಈ ಬಾರಿ ಆಸ್ಪತ್ರೆಗಳಲ್ಲೂ ಬಾಂಬ್ ಸಿಡಿಸಲಾಗಿದೆ.
ಈಗಿನ ದುಷ್ಕರ್ಮಿಗಳು ಉಪಯೋಗಿಸುವುದು ಎಲ್ಲಾ ಹೈಟೆಕ್- ಸೆಲ್ ಫೋನ್, ಇಂಟರ್ನೆಟ್. ಜನಪ್ರತಿನಿಧಿಗಳ reaction ಏನು, ಪೊಲೀಸರೇನು ಮಾಡುತ್ತಾರೆಂಬುದು ಅವರಿಗೆ real-timeನಲ್ಲಿ ಲಭ್ಯ.
ಹೀಗಿರುವಾಗ ಎಂದಿನಂತೆ ಯಾವುದೋ ಓಭೀರಾಯನ ಕಾಲದ "ಘಟನೆ ಸ್ಥಳಕ್ಕೆ ಭೇಟಿ", "ಆಸ್ಪತ್ರೆಗಳಿಗೆ ಭೇಟಿ"ಯೆಂಬ ಕಾಟಾಚಾರಗಳು ಅಗತ್ಯವೇ ಎಂಬುದರ ಬಗ್ಗೆ ಚರ್ಚೆ ನಡೆಯಬೇಕಾಗಿದೆ.

"Two public hospitals, the Civil hospital in the Meghaninagar area and LG hospital which is in the Maninagar area were also targeted and the time chosen was when victims of the blasts in these areas were expected to arrive at these hospitals for emergency treatment from the Maninagar and other areas. In LG hospital the blast happened even as the Ahmedabad Lok Sabha constituency MP Harin Pathak was visiting those injured in the hospital. This blast happened when a bomb planted in the car park exploded. The blast in Civil hospital happened close to the trauma ward where those injured in the blast were getting treated. The other places chosen were busy bazaars like vegetable markets in Maninagar where many women were injured."
Message:
Report any suspicious activity-object to the nearest police station- Remember that all blasts occuring on Fridays need not be terrorist attacks- they may be the acts of your neighbourhood anti social elements!/ Do not unncessarily visit the blast sites/Hospitals- there can be a second attack/ Do not hamper the work of police-investigating agencies- you may hamper relief operations/ Do not spread rumours/ Do not make unnecessary phone calls- you may crowd the network and cause inconvinience to the needy/ Be prepared to donate blood-enroll with local voluntary organizations/ Have faith in administration- Together We Can Curb Terrorism!

Politicians/Media Note:
Politicians are responsible for not leveraging terrorist attacks as a platform for pushing other agendas or justifying irrational expenditures. They should also refrain from making hasty comments/ statements which might hamper investigations. They should also avoid useless exercises like visiting the victims of terror attacks in the hospital/ visiting the dead (in what way it helps?), which will not only hamper the medical management but also burdens the local administration and the police – who otherwise should be involved in relief measures/ investigationsಇಲ್ಲಿಗೆ ಇವರೆಲ್ಲ ಭೇಟಿ ನೀಡಿ ಏನು ಸಾಧಿಸಿದರು?
ಈ ನಾಟಕಗಳಿಂದ ಏನು ಉಪಯೋಗ? ಇದರಿಂದ ಚಿಕಿತ್ಸೆ ನೀಡಲು ವಿಳಂಬ! ವೈದ್ಯರಿಗೆ ಕಿರಿ ಕಿರಿ, ರೋಗಿಗೆ ಸೋಂಕಿನ ಸಾಧ್ಯತೆ...

What is the use of parading in the Hospitals, with mediamen? Will this "show" help in any way to any individual/ investigations? The security personnel, who otherwise have other serious issues to tackle, will end up "escorting" these politicians! Rather than these publicity stunts, ministers should be busy in tactical planning!

Poor politicians, if they do not do all these stunts, newspapers report the next day...

Bangalore Bomb Blast: Out of power politicians: In the blame game

First it was desecration of a mosque with an animal head...
Now they want to attack innocent civilians...
Message to Out of power politicians...

Some things to remember...in case of selective amnesia...

1. Bombings by terror outfits does not spare any country/ person (WTC 9/11- Madrid- Bali- London- our own beloved Rajeev Gandhi too died in an act of terror!)

2. Those who cry foul over intelligence failure: please note that you are the same ones who cry foul in the name of "human rights", when preventive arrests are made on the basis of Intelligence reports. Don`t yo see any human rights violation now, when innocent civilians are troubled?

3. Over enthusiastic media/ general public: do not crowd at blast sites, probably you are not aware of a technique adopted by terrorists: second attack on the same spots or at hospitals by timer devices...aimed at killing relief workers/media (it happened during Mumbai blasts)

Our response to terrorism

Terrorists/ anti social elements don't require sophisticated weapons or even successful execution of their plots to cause panic, fuel media frenzy, and effect massive deployment of law enforcement - well beyond the location of their attack. This has been the case in many terrorist events over the past years, especially in those places where terrorism is not a daily occurrence.

When we react broadly to a narrow event, we are reacting just as the terrorists would hope...
Let's stop a moment to rethink our response, because that's where the terrorists thrive:
Five different communities respond and are influenced, each in its own way, by a terrorist attack:
·The Terrorists - whose agenda is to create maximum physical damage, financial disruption and overall panic.
·The Public - genuinely terrorized by the event, wants the government to do everything possible to stop the terrorist, no holds barred.
·Politicians and Public Officials - are pressured to make a response that usually involves a lot of spending, and putting in place hasty strategies.
·Law enforcement and security professionals - attentive to the will of the public they protect, spare no resources or effort to catch the terrorists.
·The Media – who let's face it, sometimes benefit from and even effect news coverage that is dramatic- thus providing publicity for an event...precisely what the terrorists want!
The common denominator in the response of these five sectors is that they are fused with emotion. That emotion detracts from our ability to respond with a logical, strategic and appropriate campaign. After all, we play to the hands of the terrorists by reacting in an exaggerated way, and by introducing measures and procedures that are excessive in relation to the actual terrorist problem at hand. Combined, these five agendas produce a general response that is too often out of proportion with the actual event that stimulated the response in the first place.
Typical "Dry Run" event by terrorists:
Serial bombings using low intensity explosives> Explosions> Study the following through the eyes of the Media: Efficacy of timer devices, Reaction of the public, Response of the Police/ Bomb Squad, Watch the equipment/ techniques used by security forces/ bomb squad, Check the response of Relief activities...And then plan for the real attacks with the help of these inputs! (please note that the organizers of these blasts will study all these in the comforts of thier hideout, thanks to the live coverage from various angles by the Media)
A few things are important to bear in mind as we try to define a logical and effective reaction. Each of the five communities has a role to play here.
·The Media have the responsibility for accurately and objectively reporting a terrorist event, as exaggeration would only serve to increase the terrorist effect.
·Law enforcement must remain both sensitive and sensible, in other words, not letting their emotions cloud their judgment when investigating terrorism or protecting the public from it.
·Politicians are responsible for not leveraging terrorist attacks as a platform for pushing other agendas or justifying irrational expenditures. They should also refrain from making hasty comments/ statements which might hamper investigations. They should also avoid useless exercises like visiting the victims of terror attacks in the hospital/ visiting the dead, which will not only hamper the medical management but also burdens the local administration and the police – who otherwise should be involved in relief measures/ investigations. (It is a well known fact that, the terrorists target hospitals for secondary attack, as they know that victims of primary attack would be rushed to hospitals along with curious onlookers/ security agencies/ politicians and media!)
· The Public has the responsibility to look at terrorist events in perspective,
and has an important role in balancing the response of the media, law enforcement and politicians, by trying to learn as much as they can about terrorist methods of operation, to understand what the real threat is to them, and identify the appropriate measures to stop them. Ignorance of these methods reduces the public's ability to act as a check and balance to the policies and activities of the other sectors who represent and serve them. Public should also minimize use of cellular network at the time of such terror attacks to prevent network jam (remember that by doing so, you may save lot of lives!)
· If all of us (media, public, law enforcement) were to temper our reaction and response to terrorist events, we would lessen our attractiveness as a terrorist target and reduce the overall impact of the attack.

Recap on recent bomb blasts : IISc Bangalore December, 2005 ;March 12, 1993: Mumbai :thirteen bomb explosions resulted in up to 250 civilian fatalities and 700 injuries. April 14, 2006: Twin blasts took place in Delhi"s Jama Masjid injuring at least 13 people on Friday evening at around 1730 hrs IST. September 8, 2006: 31 killed, 297 injured in Friday"s twin bomb blast in Malegaon. November 23, 2007: Multiple blasts in Faizabad, Varanasi, Lucknow within five minutes of each other killing at least 12 people in Uttar Pradesh.May 18, 2007: Eleven people were killed and more than 50 others injured in a bomb explosion inside Mecca Mosque located near the historic Charminar in Hyderabad.

Report any suspicious activity-object to the nearest police station- Remember that all blasts occuring on Fridays need not be terrorist attacks- they may be the acts of your neighbourhood anti social elements!/ Do not unncessarily visit the blast sites- there can be a second attack/ Do not hamper the work of police-investigating agencies- you may hamper relief operations/ Do not spread rumours/ Do not make unnecessary phone calls- you may crowd the network and cause inconvinience to the needy/ Be prepared to donate blood-enroll with local voluntary organizations/ Have faith in administration- Together We Can Curb Terrorism!
Have Indians become insensitive to acts of terror? Analysis on the usual sequence of events following a terror attack: "Any time now, the State government will blame central intelligence agencies for not alerting them. The Centre, in turn, will blame some unpronounceable outfit whose benefactors are across the border. By primetime, the Prime Minister (depending on the toll obviously) will make a macho statement something to the effect of “We will not cow down to terror”. The Union home minister, whose very sentence-construction sends terrorists scurrying for cover, will pronounce that “such incidents will not deter the government from pursuing its policy of dealing with terrorists in a resolute manner.”
Tomorrow morning, the Congress which is in the opposition in Karnataka will blame the BJP, which is in power, for being interested in anything but governance. The BJP in turn will blame the Congress for revoking POTA and making this a soft-state. Editor types will stand up and say it is time for “moderates” to speak out. And just when the TV guys were rubbing their hands in glee that something finally had happened to keep them busy over the next 36 hours, bam, the toll is just two. How do they fill “We, the People” and “Big Fight” and “Weekend Edition” this weekend? Some compensation to the dead, wounded will be declared...."

Udupi Road widening: A dream come true

Thanks to the persistence of Dr V S Acharya, this road is a reality now{also thanks to the Dynamic MLA Raghupathi Bhat, Efficient DC Ponnuraj, Hemalatha and the Government of Karnataka (BJP-JDS combine and now BJP Govt).,and most important...the people who cooperated for land aquisition}

This road to success was not without hurdles...starting from Litigants(who did not own any land, but could get stay orders from honourable courts), Opposition leaders with myopic vision(who wanted a 40 feet road and were spreading rumours about lack of funds), Critics (who claim that new road is dangerous!)

ಸೊಳ್ಳೆ ಕಡಿತ ತಡೆದರೆ, ಸೊಳ್ಳೆ ಸಂತಾನ ಅಭಿವೃದ್ದಿ ತಡೆದರೆ ರೋಗ ಹರಡದು. ಸ್ವಯಮ್ ಔಷದಃ ಸೇವನೆ, ಅನಗತ್ಯ ಮಾತ್ರೆ ಸೇವನೆ ಆರೋಗ್ಯಕ್ಕೆ ಹಾನಿ (ಯಾವುದೇ ವೈದ್ಯಕೀಯ ರೋಗ ತಡೆಗಟ್ಟಲು ನಿಶ್ಚಿತ ಮದ್ದು ಇಲ್ಲ - ಲಸಿಕೆ ಇನ್ನು ಬಂದಿಲ್ಲ, ಬಂದರೂ ದುಬಾರಿ ) . ರೋಗ ಪತ್ತೆ ಹಚ್ಚಲು ಇರುವ ಪರೀಕ್ಷೆ ದುಬಾರಿ (ಒಂದು ವಾರ ತಗಲುತ್ತದೆ- 3000 rs) , ಆ ಖರ್ಚಿನಲ್ಲಿ ರೋಗ ಪರಿಹಾರ ಸಾಧ್ಯ!

ಉಡುಪಿ ತಾಲೂಕು ವೈದ್ಯಾಧಿಕಾರಿ ಡಾ.ಎಚ್.ಅಶೋಕ್ ಹೇಳುತ್ತಾರೆ: ಈ ರೋಗದ ಬಗ್ಗೆ ಜನರಲ್ಲಿ ಮಾಹಿತಿಯ ಕೊರತೆ ಇದೆ. ಪ್ರತಿಯೊಬ್ಬರೂ ತಮ್ಮ ಮನೆಯ ಸುತ್ತಲೂ ಸ್ವಚ್ಚತೆಯನ್ನು ಕಾಪಾಡುವುದು ಅಗತ್ಯ. ಮನೆಯ ಸುತ್ತ ನೀರು ನಿಲ್ಲದಂತೆ ಎಚ್ಚರ ವಹಿಸುವುದು ಸೂಕ್ತ. ಈ ಮೂಲಕ ಈ ರೋಗವನ್ನು ತಡೆಯಲು ಸಾಧ್ಯ. ಯಾವುದೇ ಜ್ವರ ಬಂದಾಗ ತಮಗೆ ಬೇಕಾದ ವೈದ್ಯನ್ನು ಸಂಪರ್ಕಿಸಿ, ಆದರೆ ವೈದ್ಯರನ್ನು ಪದೇ ಪದೇ ಬದಲಾಯಿಸುವುದು ಸರಿಯಲ್ಲ

ಎಲ್ಲ ತೊಂದರೆಗಳಿಗೂ , ಸೊಳ್ಳೆ ಕಡಿತಕ್ಕೂ ಸರ್ಕಾರವನ್ನೇ ದೂರುವುದು ಇಂದಿನ "ಫ್ಯಾಷನ್" ಆಗಿದೆ!

Sri Sri Sri Vidyaprasannateertha Swamiji asked the media to shift their concentration from crime news to peace-related news. "Currently the media is mainly concentrating on various sensational news and illustrations carried by the section of media is more of brutality, crime happenings than the balanced news. It is owing to this kind media, today a family cannot sit and watch the television together," he lamented.

It is an initiative to ensure a crime-free society
BANGALORE: A new private-public partnership initiative to ensure a crime-free society has taken off in the State with Home Minister V.S. Acharya on Friday launching the Karnataka chapter of Crime Stoppers, a United Nations-supported international movement.The former Chief Justice of India M.N. Venkatachalaiah, chief patron of the Karnataka chapter of Crime Stoppers; Lokayukta N. Santosh Hegde, the former Chief Justice of Kerala and Karnataka High Courts V.S. Malimath, the former Chief Secretary A. Ravindra and Director-General and Inspector-General of Police R. Srikumar participated in the function at the State Police headquarters.The main objective of the Crime Stoppers Foundation is to create awareness among the people on the need to provide timely information to the foundation, which passes on the information to the law enforcing agencies for action.Dr. Acharya said Crime Stoppers had done a great job in preventing and solving crimes in various countries. People would provide credible information only if they were confident about the credibility of the institution.

Free press, independent judiciary and clean and efficient administration were the three main requisites for the success of a democracy. "I am sorry to say that the press is playing the role of judiciary through trial by media. The judiciary has become more pro-active and is doing someone else's job. Less said the better about the administration," Dr. Acharya said.

Mr. Hegde said the Lokayukta had been able to trap many corrupt officials mainly because of the information provided by the people. People were providing information in a big way as they had faith in the Lokayukta institution, he said. The website of the police with links to Crime Stoppers was launched. Mr. Srikumar said the process of registering first information reports on online would start shortly. While Dr. Ravindra is the president of the State chapter of Crime Stoppers, former Director-General of Police Krishnamurthy is its secretary. POWER CRISIS: ವಿದ್ಯುತ್ ಕೊರತೆ


Power crisis looms large over State
The State is presently facing a deficit of 700 mega watt of power per day. Going by water level in major power generating reservoirs, the situation is likely to turn from bad to worse in coming days. Major parts of the State have not received the south-west monsoon rains so far.Minister for Panchayat Raj and Rural Development Shoba Karandlaje accepted the power crisis staring in the face of the State, while talking to reporters here after attending the Cabinet meet. She said many decisions have been taken in the meet including cloud seeding, purchase of coal for thermal plants and purchase of power from private companies. Even pressure on the Centre would be stepped up for more allocation of power to the State, she added. A sub-committee was set up headed by the Power Minister K S Eshwarappa with Revenue Minister Karunakara Reddy and Home Minister V S Acharya as its members, to monitor the situation. The sub-committee will meet every fortnight and take appropriate decisions.
Karnataka Power Transmission Corporation Limited (KPTCL) said the present demand is 118 million units (mu) per day, while the supply is barely 117 mu. “If the rains fail, days ahead will be tough to manage as power generation will come down,” officials added.Cloud seeding was last experimented in 2003 during S M Krishna regime, and it had yielded little results. The then government had spent huge amount of tax-payer’s money on the experiment. “Cloud seeding should be resorted to on rain-bearing clouds for it to be successful. But the south-west monsoon winds are not forming enough clouds these days. So, it will be a risky venture,” officials explained. Due to week monsoon, water level at major reservoirs like Linganamakki, Supa and Varahi has almost touched rock bottom. For instance, water level in Linganamakki reservoir last year was 61,452 cusecs. But this year, it is 9,515 cusecs. Similarly, Supa had 38,600 cusecs last year, compared to 4,414 cusecs this time. Varahi had 8,563 cusecs, as against 1,258 cusecs now. Nearly 50 per cent of power for the State is hydroelectricity. (news courtesy: Deccan Herald)

Bangalore, July 10 (ANI): In a clever political move, Karnataka Chief Minister B.S. Yeddyurappa expanded his cabinet to full capacity by including three more prominent politicians on Thursday.
In a glittering ceremony held on the lawns of Raj bhavan, State Governor Rameshwar Thakur administered oath of office to Balachandra Jarkiholi, Anand Asnotikar and Shivanagouda Naik. Naik was poached from the Congress and the Janata Dal-Secular (JD-S).
Talking to media after the swearing in ceremony, Jarkiholi said pressure from the people forced him to join the Bharatiya Janata Party (BJP).
B Sriramulu, who was reportedly involved in the legislator poaching operation, felt that this would consolidate the BJP and Chief Minister Yeddyurappa's hands.
With Thursday's Cabinet expansion, all 34 cabinet berths, the maximum allowed as per Constitutional norm.

Terrorism aims at creating anarchy in society, says Acharya

Barkur (Udupi district): Home Minister V.S. Acharya has said that modern terrorist activities are directed at creating confusion in society, destroying lives and property and portraying the “irrelevance” of the State’s authority.
He was speaking after inaugurating a UGC-sponsored seminar on “Modern terrorism, efficiency of criminal justice system and role of civil society”, organised by the District Legal Services Authority, Department of Collegiate Education and SRSM National Government First Grade College, here on Saturday.
Dr. Acharya said that terrorism aimed at creating anarchy in society. The police, the judiciary and civil society had to play an objective role in curbing terrorism.
He said that trial by media was the latest trend. Human rights organisations were acting as pressure groups, and only the judiciary could give a judgment on an issue.
Dr. Acharya said that schools, colleges and hospitals were soft targets for terrorists. Therefore, disaster management had been included in the curriculum of medical students.
Inspector-General of Police (Western Range) A.M. Prasad said that the first target of terrorists was the elected representatives, followed by civil administration officials. This was done to damage the morale of the police. The next target was the press so that terrorist activities could not be reported. They then attacked the judiciary. “Their aim is to make their (terrorists) writ run large in rural areas,” he said.
Mr. Prasad said that terrorism in India was of two kinds: religion-based as seen in Punjab and Jammu and Kashmir, and ethnic or land-based as seen in north-east India. Terrorists usually recruited adolescents between the ages of 15 and 18 and brainwashed them. These adolescents with little knowledge of the truth became willing pawns and were even ready to give up their lives. Sensitisation of people was essential to deal with terrorist activities, Mr. Prasad added.
District and Sessions Judge K.N. Phaneendra said new laws should be framed to deal with terrorism, and people should be taught to respect human values. Moral education should be made compulsory in schools, colleges and even professional courses, he added.

ರಾಜ್ಯದ ಪಶ್ಚಿಮ ಘಟ್ಟ ಅರಣ್ಯ ಪ್ರದೇಶದಲ್ಲಿ ನಕ್ಸಲೀಯರ ಬಗ್ಗೆ ತೀವ್ರ ನಿಗಾವಹಿಸಿದ್ದು, ಅವರ ದುಷ್ಕೃತ್ಯಗಳನ್ನು ಹತ್ತಿಕ್ಕಲು ಪ್ರತ್ಯೇಕ ಪಡೆಯೊಂದನ್ನು ರಚಿಸಿ ಅದಕ್ಕೆ ಅಗತ್ಯವಾಗಿರುವ ಆಧುನಿಕ ಶಸ್ತ್ರಾಸ್ತ್ರಗಳನ್ನು ಒದಗಿಸಲಾಗುವುದು ಎಂದು ಆಚಾರ್ಯ ತಿಳಿಸಿದರು.
ಮುಂದಿನ ಐದು ವರ್ಷಗಳಲ್ಲಿ ರಾಜ್ಯದ ಎಲ್ಲಾ ತಾಲ್ಲೂಕುಗಳಲ್ಲಿ ಅಗ್ನಶಾಮಕ ಠಾಣೆಗಳನ್ನು ಸ್ಧಾಪಿಸಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ. ಇದಕ್ಕಾಗಿ ಹಂತ ಹಂತವಾಗಿ ಕಾರ್ಯಕ್ರಮಗಳನ್ನು ರೂಪಿಸಲಾಗುವುದು ಎಂದರು.

Society Need to be Proactive for Erasing Terrorism - V S Acharya

Udupi, Jul 7: State home minister V S Acharya, while observing that terrorist outfits are more and more targetting schools, colleges and hospitals, asked the judiciary, executive and the police to play a more proactive role in combating terrorism.
In his inaugural address at the UGC sponsored seminar on 'modern terrorism, efficiency and criminal justice system and role of civil society' at Barkur recently, he asked the people to be aware of the fact that the terrorists aim at creating anarchy in the society.
The withdrawal of the Prevention Of Terrorism Act-2002 because of the pressure exerted by some human rights activists and the sympathy shown by these groups towards terrorists has resulted in a setback to the efforts in containing terrorism in the country, he argued.
Udupi district and sessions judge K N Phanindra expressed the view that lack of strong legislation to deal with terrorism has been helping it to mushroom uncontrollably. He strongly advocated the need to teach human values and respecting of fellow human beings from a very young age. Schools and colleges should have moral education in their curriculum for enabling a child to imbibe good conduct and life values at a very early age, he argued.

On Sunday, almost every newspaper reported the arrest of Johann Bach, an 88-year-old Nazi war criminal, in the jungles of Khanapur, close to Goa, on Saturday.
A classified advertisement inserted by the “Waffen SS” fugitive to sell an 18th century piano was supposed to have led Perus Narkp detectives to the “senior adjutant” who reportedly had a role in the “extermination” of 12,000 Jews at the Marsha Tikash Whanaab concentration camp in East Berlin.
Bangalore based newspapers went to town with the news:
# “Hitler’s stormtrooper held in Karnataka,” headlined Deccan Herald.
# “World War II criminal arrested?” asked The Hindu
# “Cops stunned over Nazi man’s arrest,” said The Times of India
# “Antique piano ad leads police to Nazi colonel near Belgaum,” said the New Indian Express.
On Monday, the up-country papers went a step further.
# “Traced to Goa, Nazi war criminal tried to enter Karnataka, arrested on way and flown to Berlin,” said The Indian Express, Delhi
# “Goa piano ‘thief’ found to be Nazi war fugitive,” said The Telegraph, Calcutta, with a helpful graphic (above) of the flight of the Nazi criminal.
Wanted by Interpol, octagenarian Bach, it was reported, had escaped the Nuremberg trials and evaded justice for over half a century. On the German government’s “Most wanted list” since the end of WW II, he had spent time in Argentina, Bulgaria, Yemen and Canada.
Apparently, the Israeli media had reported his sighting in Calungute, Goa. But V.S. Acharya, Karnataka’s home minister, denied any knowledge. Hemant Nimbalkar, Belgaum superintendent of police, said he was unaware of the incident.
But the papers said Bach had been picked up by detectives of Perus Narkp who are part of the German chancellor’s “Core” team in collaboration with Indian intelligence.
Anil Budur Lulla of The Telegraph “exclusively” reported that “Berlin also had information from Tel Aviv that an old German had bragged about overseeing the genocide of Jews to an Israeli tourist couple in Goa during a rave party a few months ago.”
Deccan Herald quoted a press released issued by “Perus Narkp”. Times of India said the press note was circulated by email.
The Telegraph, quoting “sources”, said that “after further investigations in Goa, proceedings would begin to take Bach to Germany, with whom India signed an extradition treaty in 2004.” Deccan Herald said he would “be facing trial at the International Court of Justice at The Hague.”
And on and on it went.
Well, it turns out, it was all a super prank, obviously played by someone with some taste in western classical music.
