Hysteria is only possible with an audience

Are Karnataka's campuses the hotbed of Naxal sympathizers? "To some extent, yes,'' home minister V S Acharya maintained.

"There are reports of some Naxal sympathisers in universities and colleges of the state. As of now, I cannot reveal more details,'' he told in the council on Thursday.

Describing Naxalism as "hysteria'', Acharya said: "We should carefully curb the audience to Naxals similar to the hysteric treatment, I seek cooperation from all quarters in this regard.'' (TOI)

Karnataka: curbing a menace

Bangalore, June 22 (PTI): Karnataka was in the process of formulating a package for the benefit of Naxals who wish to surrender, Home Minister Dr V S Acharya said today.

"The new package is likely to be announced in about six months by the authorities in Naxal affected districts," he told reporters here.

He claimed Naxal activities in the state have come down due to steps taken by Karnataka in the last eight years.

Acharya regretted that Karnataka had not been invited to the recent meeting of Naxal-hit states convened by the Centre to discuss the problem despite the fact that the state has seen a decline in Naxalite activities.

The Anti-Naxal Force is engaged in regular combing operations in Naxal-affected districts, he said.

Govt to upgrade Kateel, Kollur temples

BANGALORE, June 3, 2010: Minister for Home Dr V S Acharya on Wednesday said the Government has decided to upgrade facilities available at the Kollur Mookambika temple in Udupi district and Sri Durga Parameshwari temple at Kateel near Mangalore.

Addressing the media, Dr Acharya said the government would release Rs. 14 crore to the Mookambika temple to provide more facilities such as drinking water, accommodation, roads, bus-stands, health centre, and drainage and a sum of Rs 3.7 crore would be released to provide basic facilities at the temple at Kateel, near Bajpe, in Dakshina Kannada district.

Dr. Acharya, who also holds the Muzrai portfolio, said a large number of devotees visit both temples round the year. But there are no quality guest house and other facilities at both temples.

Though the local population is less than 10,000 at both temple areas, the floating population was more than 50,000 per day.

Dr Acharya said that there is no life threat to Sri Sri Ravishankar, Art of Living founder, and the scale of security has been stepped up at the Ashrama premises here to prevent any untoward incidents.

The police have continued their investigation into an unidentified gunman’s attempt on the life of Sri Sri Ravishankar and there was no breakthrough in the probe so far. Dr Acharya said the police have continued the investigation into the incident and he would not comment on the issue till he gets the probe report.

Referring to the naxal issue in the Western Ghat and coastal region of the state, he said the Government has stepped up security in the naxal-infested region of Dakshina Kannada, Shimoga, Chikmagalur and Udupi districts following the derailment of a train by naxals in West Bengal.

''We are keeping a strict vigil. Anti Naxal Force has done a good job in the three districts. "We have asked our men to be on high alert mode in the wake of heightened naxal activities in States of Jharkhand, Chhattisgarh and other States,'' Dr Acharya said.

Meanwhile, the police have arrested Nandakumar and Manohar, suspected naxalites, in the last couple of days, he said.

Hogenakkal issue

He said secretaries of Karnataka and Tamil Nadu will be meeting in a few days to discuss a proposal to set up a 345 MW hydro-electricity project at Shivanasamundra by Karnataka and a drinking water project taken up at Hogenakkal by Tamil Nadu.

The official level talks would pave the way for the ministerial level talks on resolving the boundary dispute and the Hogennakal issue. The State government would like to discuss with the Tamil Nadu government the proposal to set up the hydroelectricity project Shivanasamudram by incurring all the cost. The water utilised for power generation would be released to Tamil Nadu.

The Karunanidhi government has been opposing the proposed Shivanasamudram run-of-the river hydel plant project. The government would like to hold talks with the Tamil Nadu government on both the drinking water scheme and the hydel power project utilising Cauvery waters. The boundary disputes between two states would remain till the line of control was clearly demarcated, Dr Acharya said.

Strict vigil is being maintained on naxal movements in Malnad, says Acharya (TheHindu)

SHIMOGA: Home Minister V.S. Acharya said on Saturday that naxal activities in the districts of Shimoga, Chikmagalur and Udupi were completely under control.

Speaking to presspersons before the inauguration of the Gamaka programme organised at Hosahalli near here, Dr. Acharya said that strict vigil was being maintained on the movements of naxalites in the Malnad region. All facilities were being provided to the police and the Anti-Naxal Squad personnel to carry out operations, he said

The rules of the Forest Department in the region were hampering full-fledged combing operations against naxals, Mr. Acharya said. A meeting of officers from the Police and Forest separtments was convened at an undisclosed place near Karkala in Udupi district on April 16 to address the issue, he added.

Dr. Acharya said that investigations were on to identify the culprits behind the explosions outside the Chinnaswamy Stadium in Bangalore. It was not unwise to disclose the identity of the masterminds before the investigation was complete, he said.

Announcement

Dr. Acharya announced on the occasion that the Government would provide Rs. 100 crore for the development of Koliwad in Dharwad district, the birth of place of poet Kumaravyasa.

He said that the Veeranarayana Temple of Gadag, which inspired Kumaravyasa, would be developed as a research centre.

He said that the government would provide all the necessary help and support in preserving and developing Gamaka.

Dr. Acharya announced that Kumaravyasa Award would be given from this year to encouraging the Gamaka artistes. The award comprises cash award of Rs. 3 lakh.

Mathoor Markandeya Avadhani and H.R. Keshavamurthy presented a Gamaka recital.

Police too have Human Rights!


As if fighting the Maoists was not enough, the police involved in the anti-Naxal operations in Chattisgarh are stretched on another front where they have to spend a considerable time in courts.

Police often get bogged down by cases of alleged human rights violations in various courts resulting in diversion of manpower affecting its operational capabilities in the operations in the Naxal-hit state, top police officers said today.

And the man worried is none other than Director General of Chhatisgarh Police Vishwa Ranjan who finds himself in a catch-22 situation as his men have to spend more time in courts with lawyers to counter the propaganda of Naxals which is being spread through human rights activists.

The case of Dantewada, the heart of Maoist insurgency, has been cited by the police to buttress their point.

The district Superintendent of Police Amresh Misra has to spend half his time in Delhi with lawyers in a Public Interest Litigation filed before the Supreme Court by a human rights activist Himanshu Kumar alleging that 13 people were killed in fake encounters.

In fact, all the 13 persons were alive and their statements have been recorded before a magistrate in a Delhi Court, says Ranjan.

"But to counter this (allegation), my SP has to spend most of the time in Delhi briefing lawyers," he told

State has contained naxal activities, says Acharya

Police tackling the problem in their own way: Minister

Udupi: Home Minister V.S. Acharya said on Sunday that the police had contained naxalite activities in the State.

Speaking to presspersons here, Dr. Acharya said that the State police were tackling the naxalite problem in their own way. “We have been able to contain it. It is now on a lesser scale,” he said. Dr. Acharya said that the operation at Mairadijaddu (in Udupi district resulting in killing of a suspected naxalite) had shown that the police strategy was paying. Karnataka was no longer in the list of naxalite-infested States. Even Union Home Minister P. Chidambaram had said that naxalite activities had come down in Karnataka, he said.

zero-tolerance to violence from any quarter

Q If central forces start operations against Maoists, what implications do you see for Karnataka? A In our state, Naxal activity is on a very small scale. It is not like in some other states. Our state is also not included in the national list of Naxal-hit states. Even at a high-level meeting on Naxals, we were told it wasn't necessary for us to attend, as Karnataka was not considered a Naxal-affected state. I say it as home minister and please take that seriously.
What will be the state's policy on Naxals if the new offensive starts?
With or without central offensive, we have on our own been acting against Naxals. We are duty-bound to act against them. If we receive a circular on the new plans or any directions are issued, we will follow them.
What is your perception of the Centre's new plans?
Let the Centre be clear and firm in their policy. They should go the whole hog against Naxals or else the problem won't be solved. There seems to be dilly-dallying. One day, they say the military will be involved, the next day they retract. One day, they say IAF helicopters will be involved, the next day PM says no. What is this? Naxals can only be put down with a firm hand. The planned offensive against Naxals is good. Better late than never. But some states require more urgent assistance than we do.
Is Naxalism a serious problem in the state?
There isn't much Naxal activity in Karnataka, except for the occasional eruption of violence and death. It is restricted to a few pockets.
What is your view on `Naxal sympathisers'?
We are keeping a watch over them. We have even arrested some sympathisers, some of whom are tribals. Observation will continue.
Is the Naxal movement a development or law-and-order issue?
(Naxal activity &) Development is all nonsense. We will deal with it purely as a law-and-order issue.
Naxal movement doesn't have anything to do with social justice?
Nothing. Is killing innocent people social justice? They talk of high thoughts to camouflage bad deeds. We have zero-tolerance to violence from any quarter -- left-wing extremism or extortionists. India is a democracy and there are opportunities to protest in democratic ways. Violence has no place in a democracy.
How would you understand Naxalism?
Naxalism is a foolish, blind act. Madness. It is hysteria created by a group of misguided youth who don't have respect for law and democracy. I am a doctor and I would prescribe treatment to them. They have been struggling for 40 years and what have they achieved? A futile exercise. It has not reached, and will not reach, any logical conclusion. Some who have been arrested admit to us that it is all a wasted effort.
Any special development plans for Naxal-prone districts?
Some action is being taken. Local officials are looking into social and developmental issues so that no murmur crops up in the name of Naxal activity. We are trying to reach facilities to interior villages. The rural development minister has already visited some villages and action is under way.
Is backwardness related to Naxalism?
I am very clear -- we don't want to give the impression that it is due to backwardness that the Naxal movement has started. Facilities will be provided to all backward districts anyway.
How would you solve the Naxal issue in the long term?
We are very confident we will solve the issue soon. Our forces are on alert and are watching people involved in Naxal activity. There is absolutely no dearth of money or manpower. As home minister, I have to be clear -- you are with the law or you are not. If you are not with the law, I will have to act as per law.
Is the door shut on talks with Naxals?
The door is always open. If you don't knock on it to get an opportunity, what can we do? We have always said and I say even now, that if Naxals lay down weapons and come for talks, we will bring them back to the mainstream. We will rehabilitate them and give them an honourable living.

Ban on CPI Maoist movement...when left is not on the right path...


State Home Minister V S Acharya on Monday welcomed the Centre’s decision to ban the CPI (Maoist), declaring ait as a terrorist organisation, reports DHNS from Bangalore.


“We welcome the Centre’s move. It will help the State to book cases against those involved in Naxalism under the Unlawful Activities Act. The Centre should have done it long ago,” he said. Acharya said the State Government would not only announce a package to rehabilitate surrendered Naxals but also come up with a development blueprint for the Maoist-affected regions of the state.Acharya told reporters that his government was in the process of finalising details of the package, which would end nearly two-decade-old Naxal menace in the State. He, however, refused to divulge details.The government wants to bring those involved in Naxal activities in to the mainstream and completely root out the menace from the State. “So far, the results have been very encouraging. Some of them (Naxalites) have already come forward to surrender,” he said.Asked whether the government would initiate legal proceedings against those who surrender, Acharya said he did not want to reveal any details about the package in the State’s interest. “We are on the verge of ending the Naxal movement and we are confident at this stage that it will be ended,” he added.Naxalism started in 1992 with the Appiko movement. Many members of the then Karnataka Vimochana Sangha turned into Naxalites. But unlike other Naxal-affected States, the movement did not get the peoples’ support. Karnakata was not in the list of seven Naxal-affected states, he said. (Deccan Herald)

After the dust settles...the real story emerges...


Residents of Dalit colony say rioters instigated APSP firing

Residents of the colony were quick to point out that the APSP team had no option but to open fire. “The APSP fired thrice in the air to disperse the crowd. But when the stone-pelting did not stop, they began firing at the rioters”

At 3.30 p.m. on Friday, a crowd of over 2,000 persons surrounded two buses in which the APSP was travelling. This was near a small playground just outside the Ashok Nagar Dalit colony. The policemen tried to get off the bus but the mob began pelting stones at them. The policemen took positions inside the buses and pointed their guns at the mob. Yet, the stone-pelting did not stop. A policeman fired three shots in the air to ward off the crowd that began advancing. A few more shots were fired at the mob; this time aimed at their legs. Udaya (28), was hit by two bullets on his leg. The rioters ran across the playground towards the Dalit colony and took shelter behind compound walls and houses. From there they once again began to pelt stones at the police. This diverted the firing towards the colony. Aithappa who was out in the open dashed for safety. A bullet hit him on his ribcage.

Encouragement: Mr. Ravi and Mr. Chonkra said that if the rioters had just left the place none of this would have happened. “They were also being encouraged by leaders of a certain organisation,” Mr. Chonkra said. Mr. Ravi said that these “leaders” also tried to involve the Dalits in the rioting. “But we refused,” he said.
Police version: Confirming the sequence of events, Superintendent of Police A.S. Rao added that the trouble first began at another playground (100 metres away from the spot of firing) where some youth were playing cricket. The APSP team, which was in plainclothes, was resting at the playground.

One of the fielders dashed into a few of the resting policemen. This led to an argument and the youth and their leaders began assaulting the policemen. Hearing the commotion, the other APSP personnel came to the rescue of their colleagues and assaulted the cricketers, the SP said.

According to one of the cricketers, the beating lasted for nearly half an hour. By the time the APSP team decided to leave, a huge crowd had gathered. The crowd managed to stop the bus in front of the Ashok Nagar Dalit colony.

An Unusual Thank You Note...

Policing in India is a thankless job. The Home Minister and the police gets blamed for each and every thing. When they are proactive and take steps they get blamed of high handedness. All the so called Rights group become very active (take the recent case of a bombay don or naxal attacks). When they do their job according to the law or unfortunately they could not arrive on the scene immediately, they are blamed for everything from inefficieny to being involved in that. Just take the mangalore pub incident. The police arrested 10 culprits within 30 min of the incident. Within 24 hours they had arrested 27 people. Still every news paper/channel and parties started accusing the Home Minister and the police of inaction? What does "Action" mean? I assume for them "arresting and keeping indefinitely" accounts to some action. Now if the court grants bail, how can we blame the police/HM for that? We have to check the law which is used!. Also remember, the central govt recently ammended CrPc to prevent arrest of people by the police if the crime is punishable with less than 7 years of jail time.While everybody jumps to conclusion and starts critisizing at the drop of a hat, nobody talks about the job they do day and night to protect us. How many of us have thanked even a single police man for doing service for us when we enjoy our life? Have anybody thanked for maintaing the traffic for us, standing in a busy smoke filled road on a humid sunny day while we move around in our AC cars? How many of us have thanked him for maintaining vigil in a stadium while we enjoy a cricket match? Think of every act they do that most of us will not even imagine to do. I am not telling that there is no bad thing at all. There are black sheep. But pick one place where such a thing is not there? I cannot pick one. Then why paint the police dept as one inefficient Dept and blame them for all the ills in the society?
Lastly, we have seen so many articles critisizing the home minister as very inefficient and weak? I am still not sure the reason for such an assessment. For some of us, a minister is very strict and capable only when he bashes his officers in the public and suspends them as we have seen so many of the politicians do. But we have to understand that this is only for the public consumption. The reality is minister/politician should rely on the same officers to implement their programs. Nothing moves without their cooperation. Now if you demoralize them in public, what kind of cooperation can one expect? I would have the enthusiasm to do work for someone who chides me/my colleagues for no fault. And as we know just doing job is not good enough for progress.Now lets compare that with our current HM. Have we ever heard him complain against his officers? He has backed his force to the core even when he faced tremendous pressure from the media and the public. He knows that blaming officers just to please others does no good to anybody. Not the morale of the force albiet it may potray him as strict!And we all have started seeing the results. Today, ask any official and they are happy that they have a minister who can understand and supposts them. Also, see the number of cases that are solved in last few months including the blore blast case!
So my suggestion is for a change lets not get swayed by the views of some and start supporting our police force. Only then we can see a real change and I want to begin right now. My heartfelt "Thank You" to all the policemen and officers and the Home Minister for ensuring a peaceful Karnataka state as well as for all the work you do day and night to keep us safe.

ಉಗ್ರರು ಜನಸಾಮಾನ್ಯನನ್ನು ಗುಂಡಿಟ್ಟು ಸಾಯಿಸಿದಾಗ, ಕರ್ನಾಟಕದಲ್ಲಿ ಎಡ ಪಂಥೀಯ ಉಗ್ರರು ಅಮಾಯಕರನ್ನು ಸಾಯಿಸುವಾಗ "ಮಾನವ ಹಕ್ಕು" ಪ್ರತಿಪಾದಕರು, ಬುದ್ದಿಜೀವಿಗಳು, ಸ್ವಘೋಷಿತ ಚಿಂತಕರು ಎಲ್ಲಿದ್ದಾರೆ? ಉಗ್ರರು ಸತ್ತಾಗ, ಎಡ ಪಂತೀಯರನ್ನು, ಪುಂಡರನ್ನು, ಕಳ್ಳರನ್ನು ಪೊಲೀಸರು ಬಂಧಿಸಿದಾಗ ಮಾತ್ರ ಇವರು ಹುಯಿಲೆಬ್ಬಿಸುವುದು ಏಕೆ? ಇವರಿಗೆ ಬೆಂಬಲ ಯಾರದ್ದು?
ಡಿಸೆಂಬರ್ ಹತ್ತರಂದು ಮಾನವ ಹಕ್ಕು ದಿನಾಚರಣೆ...ಈ ಸೋಗಲಾಡಿ ಬುದ್ದಿಜೀವಿಗಳನ್ನು ತರಾಟೆಗೆ ಏಕೆ ತೆಗೆದುಕೊಳ್ಳಬಾರದು?
Human rights activists are silent while innocent lives are lost to the terror attacks, leftist terror groups...December 10th is the Human Rights Day...Common man has to take these self styled "human rights activists" into task...ask them why they raise a hue and cry only when some terrorist is arrested or some leftist extremist is encountered?
