Accountability: need of the hour

Background: Police Tuesday filed cases against two local dailies in Karnataka for carrying an article based on Bangladeshi writer Taslima Nasreen's novel that sparked clashes and riots in two towns Monday, claiming two lives and injuring many. "We have booked cases under sections I53A, 153B and 295A of the IPC (Indian Penal Code) against both the newspapers for provoking the public and causing misunderstanding between two communities," Bangalore additional police commissioner A.M. Pujar told IANS here.

The first case was booked against Kannada Prabha, a Kannada daily of The New Indian Express Group (South) from Bangalore, for publishing a translated version of Taslima's article in English based on her novel "Lajja" Feb 28 in the Sunday supplement under the heading: "Parda o Parda".

The second case was booked against Siasat, a Urdu daily published from Bangalore, for a follow-up story March 1 stating that "an article based on the views of Taslima was published in a Kannada daily against the social custom/practice of wearing burqa (veil) by Muslim women".

The police also visited the newspaper offices late Monday and served notices to their publisher, editor and manager, directing them to carry an apology in Tuesday's issue and explain reasons for publishing the articles.

Both the newspapers carried an "apology" in Tuesday's issue on the front page for publishing the article and the follow-up story. But who will hold them accountable for the after effects/ damage caused to the public property?

The home minister, VS Acharya, said media needed a rule book to behave more responsibly while handling sensitive issues.
Two people were killed in Shimoga in a violence sparked by an article in a Kannada daily allegedly written by Bangladeshi writer Taslima Nasreen.
Replying to questions raised by members of the opposition in the legislative council, Acharya drew their attention to the restraint showed by American media while reporting the 9/11 attack on World Trade Center.
"None of the media broadcast close up of dead bodies or other ghastly pictures. Our media, too, should act with responsibility," he said.
While a free press was necessary in a democracy, media should not be judgemental. He felt the need for an ombudsman for media as in other sectors. Recalling the pub attack in Mangalore, he said it was another case of media hype.

Crime rates are falling: Acharya

Bangalore : The state government will soon convene a meeting of city legislators to seek their suggestions in preventing rising crime. "We will hold a meeting of MLAs in the larger interest of Bangalore,'' home minister V S Acharaya said, agreeing to a suggestion from the legislative council Speaker Veeranna Mathikatti. Reeling out statistics of the last three years, in reply to questions from members, Acharya said: "Despite the drastic increase of population, the crime rate is actually falling in the city.'' He said the police are deriving new strategies to prevent murders especially of home-alone women. "Growing real estate is a cause for concern with regard to crime in the state,'' Acharya added. ಇಡಿಯ ರಾಜ್ಯದ ಜನತೆಯನ್ನು "ಬಕ್ರಾ" ಮಾಡಿದ ಖಾಸಗಿ ಸುದ್ದಿ ಚಾನಲ್ ಒಂದು ತಾನು ಮಾಡಿದ ತಪ್ಪಿನ ಅರಿವಾಗಿ ಈಗ ತನ್ನ ಕುಕೃತ್ಯ ಮುಚ್ಚಿ ಹಾಕಲು, ಗೃಹ ಸಚಿವರನ್ನು ಲೇವಡಿ ಮಾಡಲು ಹೊರಟಿದೆ! ಗೃಹ ಸಚಿವರು ಯಾರ ಹೆಸರು ಹೇಳದಿದ್ದರೂ ತಾನೆ ಹೆಗಲು ಮುಟ್ಟಿ ನೋಡಿಕೊಂಡಿದೆ! ಅಷ್ಟಕ್ಕೂ ಈ ಸುದ್ದಿ ಚಾನಲ್ ಅನ್ನು ನಂಬುತ್ತಾರೆ ಯಾರು?

ಒಂದು ಕಾಲದಲ್ಲಿ ಖಾದ್ರಿ ಶಾಮಣ್ಣನಂತಹವರ ಸಾರಥ್ಯದಲ್ಲಿ ಮೆರೆದಿದ್ದ "ಕನ್ನಡಪ್ರಭ" ದಿನಪತ್ರಿಕೆಯ ಇಂದಿನ ಪರಿಸ್ಠಿತಿ ಕಂಡು ಕರುಣೆ ಪಡಬೇಕಾಗಿದೆ.
ಯಾವುದೋ ವಿದೇಶೀ ಔಷದಿ ಕಂಪೆನಿಯ ಚಿತಾವಣೆಯಿಂದ ಸುಳ್ಳು ಸುದ್ದಿ ಪ್ರಸಾರ ಮಾಡಿ ನಡು ರಾತ್ರಿಯಲ್ಲಿ ಮುಗ್ಧ ಕಂದಮ್ಮಗಳನ್ನು, ಹೆತ್ತವರನ್ನು ಬೀದಿಗಿಳಿಸಿದ ಟಿವಿ ಚಾನೆಲ್ ಬೆಂಬಲಕ್ಕಿಂದು "ಕನ್ನಡ ಪ್ರಭ" ನಿಂತಿದೆ.
ಪತ್ರಿಕಾಗೋಷ್ಠಿಯಲ್ಲಿ ಪಲ್ಸ್ ಪೋಲಿಯೋದ ಬಗ್ಗೆ ಸತ್ಯವನ್ನು ಹೇಳಿ ಜನರಲ್ಲಿ ಧೈರ್ಯ ತುಂಬಿಸಿದ ತಪ್ಪಿಗಾಗಿ ಸ್ವತಃ ವೈದ್ಯರಾದ ಗೃಹ ಸಚಿವರೇ ಇಂದಿನ "ಕನ್ನಡಪ್ರಭ"ದ ಕಾರ್ಟೂನ್!
ಹಣದ ಆಸೆಗಾಗಿ ಸುಳ್ಳು ಸುದ್ದಿ ಪ್ರಸಾರ ಮಾಡಿ ನಡು ರಾತ್ರಿಯಲ್ಲಿ ಯಾವುದೇ ತಪ್ಪು ಮಾಡದ ಕಂದಮ್ಮಗಳ ಜೀವ ಹಿಂಡಿ, ಈಗ "ಪತ್ರಿಕಾ ಸ್ವಾತಂತ್ರ್ಯ"ದ ಹೆಸರಲ್ಲಿ ತಮ್ಮ ಹೀನ ಕೃತ್ಯಗಳನ್ನು ಸಮರ್ಥನೆ ಮಾಡುವ ಮಾಧ್ಯಮಗಳ ಬಗ್ಗೇನು ಹೇಳೋಣ?

ಇವರು ಉಗ್ರರ ಪ್ರಚಾರಕರೆ?

ಕನ್ನಡಪ್ರಭದ ಅಪ್ರಬುದ್ಧ ನಡವಳಿಕೆ...

ನೂರಾರು ಜನರ ಸಾವು
"ಕನ್ನಡಪ್ರಭ"ಕ್ಕೆ ಜೋಕಂತೆ

ಉಗ್ರವಾದಿಗಳು ಅತ್ತ ಮುಂಬೈಯಲ್ಲಿ ನೂರಾರು ಜನರನ್ನು ಕೊಲ್ಲುತ್ತಿದ್ದರೆ, ಇತ್ತ ನಮ್ಮ ಕೆಲ ಮಾಧ್ಯಮಮಿತ್ರರು ಸರಕಾರದ ವಿರುದ್ಧ ಜನರನ್ನು ಎತ್ತಿಕಟ್ಟುತ್ತಿರುವುದು ಸೋಜಿಗದ ಸಂಗತಿ.
ಇಡೀ ದೇಶವೇ ಯಾಕೆ, ಪ್ರಪಂಚವೇ ಇಂತಹ Urban ಮತ್ತು Economic ಭಯೋತ್ಪಾದನೆಯನ್ನು ಪ್ರಥಮ ಬಾರಿಗೆ ನೋಡುತ್ತಿರುವಾಗ, "ಕನ್ನಡಪ್ರಭ"ದ ನವಂಬರ್ ೨೮ರ ಮುಖಪುಟದಲ್ಲೇ ಪೊಲೀಸರನ್ನು, ಗೃಹಮಂತ್ರಿಗಳ ಹೇಳಿಕೆಗಳನ್ನು "ಮಾಮೂಲಿ ಜೋಕ್ಸ್" ಎಂದು ಹೀಯಾಳಿಸಲಾಗಿದೆ.
ಹೀಗೆಲ್ಲಾ ಸರಕಾರದ ವಿರುದ್ದ ಉದ್ರೇಕಕಾರಿ ವರದಿಗಳನ್ನು ಪ್ರಕಟಿಸುವುದರ ಮೂಲಕ ದೇಶ ದ್ರೋಹಿ ಭಯೋತ್ಪಾದಕರ "ಪ್ರೊಪಗಾಂಡಾ"ವೆಂಬ ಹೊಂಡಕ್ಕೆ ಬೀಳುತ್ತಿರುವ ಅರಿವು ಇವರಿಗೆ ಇದ್ದಂತಿಲ್ಲ. ಜನರು ಮತ್ತು ಸರಕಾರದ ನಡುವೆ ಇಲ್ಲದ ಕಂದಕ ತೋಡಿ ಪರೋಕ್ಷವಾಗಿ ಭಯೋತ್ಪಾದಕರ ಕೆಲಸವನ್ನು ಇಂತಹ ಗಂಭೀರ ಪರಿಸ್ಠಿತಿಯಲ್ಲಿ ಕೆಲ ಮಾಧ್ಯಮಗಳು ಮಾಡುತ್ತಿರುವುದು ಬೇಸರದ ಸಂಗತಿ.
ಸರಕಾರದ ವಿರುದ್ಧ ಜನರನ್ನು ಎತ್ತಿ ಕಟ್ಟಿ ಸಂಶಯದ ವಾತಾರಣವನ್ನುಂಟು ಮಾಡುವುದು ಆಧುನಿಕ ಭಯೋತ್ಪಾದನೆಯ ಇನ್ನೊಂದು ಮುಖ - ಇಂತಹ ಪರಿಸ್ಠಿತಿಯಲ್ಲಿ ಒಂದು ಕಾಲದಲ್ಲಿ ಖಾದ್ರಿ ಶಾಮಣ್ಣನಂತವರ ಧೀಮಂತರ ಸಂಪಾದಕತ್ವ ಹೊಂದಿ, ಕರ್ನಾಟಕದ ನಂಬರ್ ೧ ಪತ್ರಿಕೆಯಾಗಿ ಮರೆದಿದ್ದ "ಕನ್ನಡಪ್ರಭ"ಕ್ಕೆ, ಈಗ ಸರ್ಕ್ಯುಲೇಶನ್ನಿಗಾಗಿ ಪತ್ರಿಕಾ ಧರ್ಮವನ್ನೇ ಮರೆಯುವ ಸನ್ನಿವೇಶ ಬಂದಿರುವುದು ನಿಜಕ್ಕೂ ಕನಿಕರದ ಸಂಗತಿ.
ಇಡೀ ಗೃಹ ಮತ್ತು ಪೊಲೀಸ್ ಇಲಾಖೆಗಳು ಮುಂಬೈ ಭಯೋತ್ಪಾದನೆ ಕುರಿತು ಸಮಾಲೋಚನೆ ನಡೆಸುತ್ತಿರುವಾಗ ಯಾವುದೋ ಆಧಾರವಿಲ್ಲದ ವರದಿ ಪ್ರಕಟಿಸಿ, ಹಿಂದಿನ ದಿನ "ಜೋಕರ್"ಯೆಂದು ತಾವೇ ಹೀಯಾಳಿಸಿದ್ದವರಿಗೆ ಫೋನ್ ಮಾಡಿ ಅಸಂಬದ್ಧ ಪ್ರಶ್ನೆ ಕೇಳಿದರೇನು ಮಾಡಬೇಕು ಸ್ವಾಮಿ?
ಪೋಲಿಸ್ ಬಳಿ ಯಾವ ಉಪಕರಣ ಶಸ್ತ್ರ ಇಲ್ಲ ಎಂದು ಬರೆಯುವ ಇವರು...ಉಪಕರಣ/ ಶಸ್ತ್ರ ಕಂಪೆನಿಗಳ ದಲ್ಲಾಳಿಗಳೇ? ಅಲ್ಲದೆ ನಮ್ಮ ಬಳಿ ಯಾವ್ಯಾವ ಶಸ್ತ್ರ / ತಂತ್ರಗಳು ಇವೆ ಎಂದು ನಾವೇಕೆ ಬಾಯಿ ಬಿಡಬೇಕು? (ಉಗ್ರರಿಗೆ ಮಾಹಿತಿ ರವಾನೆ ಏಕೆ ಮಾಡಬೇಕು?)

ಇದೇ ಪತ್ರಿಕೆ ರಾಜ್ಯದ ಭಯೋತ್ಪಾದಕರಾದ ನಕ್ಸಲರನ್ನೂ ಪರೋಕ್ಷವಾಗಿ ಬೆಂಬಲಿಸುವಂತಹ ವರದಿಗಳನ್ನು ಪ್ರಕಟಿಸಿ ಪೊಲೀಸ್ ಪಡೆಗಳ ಧೈರ್ಯ ಕುಂದಿಸುವ ಕೆಲಸವನ್ನೂ ಮಾಡಿರುವುದು ಜನರು ಗಮನಿಸಿದ್ದಾರೆ.

ಇದಕ್ಕೆಲ್ಲ ಇನ್ನೊಂದು ಕಾರಣ, ಭಯೋತ್ಪಾದಕರೊಂದಿಗೆ ಕೈ ಜೋಡಿಸುವ ವ್ಯಕ್ತಿಗಳಿಗೆ ಇರುವ "ಭಂಡ ಧೈರ್ಯ" ತಾವೆಲ್ಲದರೂ ಸೆರೆ ಸಿಕ್ಕರೆ ತಮ್ಮ ಪರವಾಗಿ ಬುದ್ದಿ ಜೀವಿಗಳು , "ಸ್ವಘೋಷಿತ ಮಾನವ ಹಕ್ಕು ರಕ್ಷಕರು", "ಅತಿ ಸೆಕ್ಯುಲರ್ ವಾದಿಗಳು" ರಂಪಾಟ ಮಾಡುತ್ತಾರೆಂದು ಗ್ಯಾರಂಟಿ! ಅದೇ ಹೆಸರಲ್ಲಿ ಭದ್ರತಾ ಪಡೆಗಳ ಮೇಲೆ, ಪೊಲೀಸರ ಮೇಲೆ ಗೂಬೆ ಕೂರಿಸುವ ಲೆಟರ್ ಹೆಡ್ ಸಂಘಟನೆಗಳು ನಮ್ಮಲ್ಲಿ ಬೇಕಾದಷ್ಟು ಇವೆ!
