On Sunday, almost every newspaper reported the arrest of Johann Bach, an 88-year-old Nazi war criminal, in the jungles of Khanapur, close to Goa, on Saturday.
A classified advertisement inserted by the “Waffen SS” fugitive to sell an 18th century piano was supposed to have led Perus Narkp detectives to the “senior adjutant” who reportedly had a role in the “extermination” of 12,000 Jews at the Marsha Tikash Whanaab concentration camp in East Berlin.
Bangalore based newspapers went to town with the news:
# “Hitler’s stormtrooper held in Karnataka,” headlined Deccan Herald.
# “World War II criminal arrested?” asked The Hindu
# “Cops stunned over Nazi man’s arrest,” said The Times of India
# “Antique piano ad leads police to Nazi colonel near Belgaum,” said the New Indian Express.
On Monday, the up-country papers went a step further.
# “Traced to Goa, Nazi war criminal tried to enter Karnataka, arrested on way and flown to Berlin,” said The Indian Express, Delhi
# “Goa piano ‘thief’ found to be Nazi war fugitive,” said The Telegraph, Calcutta, with a helpful graphic (above) of the flight of the Nazi criminal.
Wanted by Interpol, octagenarian Bach, it was reported, had escaped the Nuremberg trials and evaded justice for over half a century. On the German government’s “Most wanted list” since the end of WW II, he had spent time in Argentina, Bulgaria, Yemen and Canada.
Apparently, the Israeli media had reported his sighting in Calungute, Goa. But V.S. Acharya, Karnataka’s home minister, denied any knowledge. Hemant Nimbalkar, Belgaum superintendent of police, said he was unaware of the incident.
But the papers said Bach had been picked up by detectives of Perus Narkp who are part of the German chancellor’s “Core” team in collaboration with Indian intelligence.
Anil Budur Lulla of The Telegraph “exclusively” reported that “Berlin also had information from Tel Aviv that an old German had bragged about overseeing the genocide of Jews to an Israeli tourist couple in Goa during a rave party a few months ago.”
Deccan Herald quoted a press released issued by “Perus Narkp”. Times of India said the press note was circulated by email.
The Telegraph, quoting “sources”, said that “after further investigations in Goa, proceedings would begin to take Bach to Germany, with whom India signed an extradition treaty in 2004.” Deccan Herald said he would “be facing trial at the International Court of Justice at The Hague.”
And on and on it went.
Well, it turns out, it was all a super prank, obviously played by someone with some taste in western classical music.

Mine tourism is nothing new in many parts of the world. It is a great way to preserve existing ecology (and mend any earlier damages) while benefiting local economy by way of eco-tourism. Disaster Preparedness: need of the hour

Disaster is a situation or event which overwhelms local capacity, necessitating a request to a national or international level for external assistance. It always strikes when least expected. Hence the response of the system needs to be automatic, coordinated and needs to be based on pre established drilled/ rehearsed protocols. This obviously involves coordination between the various agencies.(eg:home/fire/paramilitary/homeguards/ communication/ transport / finance / NGO etc)
Natural calamities, of one description or the other, affect nations all over the world. Because of the large geographical size of the country, India often faces natural calamities like floods, cyclones landslides and earthquakes. Manmade disasters too affect us in the form of railway accidents, building collapse, industrial disasters including radiation and hazardous chemicals and finally acts of terror including bio terror and proxy wars.
Consequences of these calamities are loss of lives, injury to the survivors, epidemics, loss of housing, crops, damage to infrastructure, disruption of communication, panic, looting, break down of social order, short term or permanent migration, loss of industrial production.
Disaster prevention, mitigation, preparedness and relief are four elements which contribute to and gain, from the implementation of the sustainable development policies. These elements along with environmental protection and sustainable development, are closely inter related. Disaster prevention, mitigation and preparedness are better than disaster response in achieving the goals and objectives of vulnerability reduction. Disaster response alone is not sufficient as it yields only temporary results at a very high cost. Prevention and mitigation contribute to lasting improvement in safety and are essential to integrated disaster management.
Hospital preparedness is crucial to any disaster response system. Karnataka is in the forefront of medical education. This also has helped to identify Rajiv Gandhi University of Health Sciences Karnataka, as the lead national resource institution for disaster response related curriculum development.
Other measures include flood preparedness and response, earthquake risk mitigation and disaster risk management programme.
Awareness generation
Awareness generation campaigns are necessary to sensitize all the stakeholders on the need for disaster preparedness and mitigation measures. Elected representatives and officials are to be trained in disaster management under the programme. Awareness about vulnerabilities is a good tool for inducing a mindset of disaster prevention, mitigation and preparedness. This includes use of the mass media, introduction of relevant content in school curriculum etc.,
Need for audit:
Man always learns from his or others past experience. Experts in the field of Disaster management, should document and publish the past experience. In this regard there is also a need for having a regional and national registry on disaster related activities.
I am sure, such exchange of ideas through scientific communication would enrich our knowledge.
Let us all benefit from such shared wisdom to make this world, a safe one!

ಜೂ.೨೯ .ಮಲೆನಾಡಿನಲ್ಲಿ ಹೆಚ್ಚುತ್ತಿರುವ ನಕ್ಸಲಿಸಂ ಮತ್ತು ಇತರ ಆತಂಕಕಾರಿ ಚಟುವಟಿಕೆಗಳನ್ನು ಹತ್ತಿಕ್ಕಲು ನೆರವಾಗುವಂತೆ ಕುದುರೆಮುಖದಲ್ಲಿ ರಾಜ್ಯ ಪೊಲೀಸ್ ಇಲಾಖೆಯ ವಿಶೇಷ ತರಬೇತಿ ಕೇಂದ್ರ ತೆರೆಯುವ ಬಗ್ಗೆ ಚಿಂತನೆ ನಡೆದಿದೆ ಎಂದು ಗೃಹ ಸಚಿವ ಡಾ.ವಿ.ಎಸ್. ಆಚಾರ್ಯ ಹೇಳಿದ್ದಾರೆ. ಜಿಲ್ಲಾ ಪೊಲೀಸ್ ಕಚೇರಿಯಲ್ಲಿ ಭಾನುವಾರ ಪಶ್ಚಿಮ ವಲಯ ವ್ಯಾಪ್ತಿಯ ಉತ್ತರ ಕನ್ನಡ, ಉಡುಪಿ, ದಕ್ಷಿಣ ಕನ್ನಡ, ಚಿಕ್ಕಮಗಳೂರು ಜಿಲ್ಲಾ ಪೊಲೀಸ್ ವರಿಷ್ಠರು ಹಾಗೂ ಅಧಿಕಾರಿಗಳ ಸಭೆಯ ಬಳಿಕ ಸುದ್ದಿಗೋಷ್ಠಿಯಲ್ಲಿ ಮಾತನಾಡಿದ ಅವರು, ಕುದುರೆಮುಖ ಕಬ್ಬಿಣ ಮತ್ತು ಅದಿರು ಕಂಪನಿಯ (ಕೆಐಒಸಿಎಲ್) ಯೋಜನಾ ಪ್ರದೇಶದಲ್ಲಿ ಈ ವಿಶೇಷ ಪೊಲೀಸ್ ತರಬೇತಿ ಕೇಂದ್ರ ಆರಂಭಿಸಲಾಗುವುದು. ಅದಕ್ಕಾಗಿ ಕುದುರೆಮುಖ ಕಂಪನಿ ತನ್ನ ಸಿಬ್ಬಂದಿಗಾಗಿ ನಿರ್ಮಿಸಿರುವ ಮಲ್ಲೇಶ್ವರಂ ಟೌನ್ಶಿಪ್ನ್ನು ಸಂಪೂರ್ಣವಾಗಿ ಬಳಸಿಕೊಳ್ಳಲಾಗುವುದು. ಇಲ್ಲಿರುವ ಹೆಲಿಪ್ಯಾಡ್ನ್ನೂ ಪೊಲೀಸ್ ಇಲಾಖೆ ಬಳಸಿಕೊಳ್ಳಬಹುದಾಗಿದೆ ಎಂದರು. ಎರಡು ಸಾವಿರ ಪೊಲೀಸರು ಈ ತರಬೇತಿ ಕೇಂದ್ರದಲ್ಲಿರುತ್ತಾರೆ. ಅವರನ್ನು ಅಗತ್ಯ ಬಿದ್ದಾಗ ನಕ್ಸಲಿಸಂನಂತಹ ಚಟುವಟಿಕೆ ನಿಯಂತ್ರಣಕ್ಕೆ ಹಾಗೂ ಇತರ ಸಂದರ್ಭಗಳಲ್ಲಿ ಶಾಂತಿ- ಸುವ್ಯವಸ್ಥೆ ಕಾಪಾಡಲು ಬಳಸಿಕೊಳ್ಳಲಾಗುವುದು. ಅಲ್ಲದೆ, ಈ ಪೊಲೀಸರನ್ನು ಶಿವಮೊಗ್ಗ, ಚಿಕ್ಕಮಗಳೂರು, ಉಡುಪಿ, ದಕ್ಷಿಣ ಕನ್ನಡ ಜಿಲ್ಲೆಗಳಲ್ಲಿ ಬಳಸಿಕೊಳ್ಳಬಹುದಾಗಿದೆ ಎಂದು ಆಚಾರ್ಯ ತಿಳಿಸಿದರು.
ನಕ್ಸಲ್ ನಿಗ್ರಹ ಪಡೆಯಿಂದ ಹಿರಿತಲೆಗಳಿಗೆ ಮುಕ್ತಿ: ಡಯಾಬಿಟಿಸ್ ಮತ್ತಿತರ ಕಾಯಿಲೆಗಳಿಂದ ನರಳುತ್ತಿರುವ, ವಯಸ್ಸಾದ ಪೊಲೀಸರಿಂದ ಹೆಚ್ಚಿನದೇನನ್ನೂ ನಿರೀಕ್ಷಿಸುವಂತಿಲ್ಲ.
ಆದ್ದರಿಂದ ನಕ್ಸಲ್ ನಿಗ್ರಹ ಪಡೆಯಲ್ಲಿ (ಎಎನ್ಎಫ್) ಯುವ ಪೊಲೀಸರಿಗೆ ಹೆಚ್ಚಿನ ಆದ್ಯತೆ ನೀಡಿ, ಪಡೆಯನ್ನು ಇನ್ನಷ್ಟು ಸಮರ್ಥಗೊಳಿಸಲು ಅಗತ್ಯ ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುವುದು. ಪಡೆಯಲ್ಲಿ ಎಂದು ಆಚಾರ್ಯ ಅವರು ನಕ್ಸಲ್ ನಿಗ್ರಹ ಪಡೆಯ ಎಸ್ಪಿ ಸುಭಾಷ್ ಗುಡಿಮನಿ ಮನವಿಗೆ ಸ್ಪಂದಿಸಿದರು. ನಕ್ಸಲೀಯರೊಂದಿಗೆ ಮಾತುಕತೆ ಇಲ್ಲವೇ ಇಲ್ಲ ಎಂದು ಪುನರುಚ್ಚರಿಸಿದ ಗೃಹಸಚಿವರು , ನಕ್ಸಲ್ಪೀಡಿತ ಪ್ರದೇಶದ ಜನರೊಂದಿಗೆ ಮಾತುಕತೆ ನಡೆಸಿ, ಅವರ ಸಮಸ್ಯೆ ಪರಿಹರಿಸುವ ಪ್ರಾಮಾಣಿಕ ಪ್ರಯತ್ನ ಮಾಡಲಾಗುವುದು ಎಂದರುಕುದುರೆಮುಖದ ಮಲ್ಲೇಶ್ವರ೦ ಶಿಫ್ ಟೌನ ನ್ನು ಅಭಿವ್ರದ್ಧಿಪಡಿಸಿ ಅಲ್ಲಿ ರಾಜ್ಯದ ವಿಶೇಷ ಪೋಲಿಸ್ ತರಬೇತಿ ಕೇ೦ದ್ರವನ್ನು ತೆರೆದು ಸುಮಾರು 2,000 ಮ೦ದಿಗೆ ತರಬೇತಿಯನ್ನು ನೀಡುವ ಯೋಜನೆಯು ಸರಕಾರದ ಮು೦ದಿದೆ. ಈ ಬಗ್ಗೆ ಕೇ೦ದ್ರ ಸರಕಾರಕ್ಕೂ ಪ್ರಸ್ತಾಪವನ್ನು ಕಳುಹಿಸಲಾಗುವುದೆ೦ದು ಅವರು ಈ ಸ೦ದರ್ಭದಲ್ಲಿ ನುಡಿದರಲ್ಲದೇ ಇದರಿ೦ದ ಕರಾವಳಿಯ ಜಿಲ್ಲೆಗೂ ಚಿಕ್ಕಮ೦ಗಳೂರು ಜಿಲ್ಲೆಯ ಅರಣ್ಯದಲ್ಲಿ ವಾಸಿಸುವ ನಕ್ಸಲ್ ಚಟುವಟಿಕೆಯನ್ನು ಕಡಿಮೆ ಮಾಡಲು ಸಾಧ್ಯವಾಗುತ್ತದೆ೦ದು ಅವರು ತಿಳಿಸಿದರು.

ಆದ್ದರಿಂದ ನಕ್ಸಲ್ ನಿಗ್ರಹ ಪಡೆಯಲ್ಲಿ (ಎಎನ್ಎಫ್) ಯುವ ಪೊಲೀಸರಿಗೆ ಹೆಚ್ಚಿನ ಆದ್ಯತೆ ನೀಡಿ, ಪಡೆಯನ್ನು ಇನ್ನಷ್ಟು ಸಮರ್ಥಗೊಳಿಸಲು ಅಗತ್ಯ ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುವುದು. ಪಡೆಯಲ್ಲಿ ಎಂದು ಆಚಾರ್ಯ ಅವರು ನಕ್ಸಲ್ ನಿಗ್ರಹ ಪಡೆಯ ಎಸ್ಪಿ ಸುಭಾಷ್ ಗುಡಿಮನಿ ಮನವಿಗೆ ಸ್ಪಂದಿಸಿದರು. ನಕ್ಸಲೀಯರೊಂದಿಗೆ ಮಾತುಕತೆ ಇಲ್ಲವೇ ಇಲ್ಲ ಎಂದು ಪುನರುಚ್ಚರಿಸಿದ ಗೃಹಸಚಿವರು , ನಕ್ಸಲ್ಪೀಡಿತ ಪ್ರದೇಶದ ಜನರೊಂದಿಗೆ ಮಾತುಕತೆ ನಡೆಸಿ, ಅವರ ಸಮಸ್ಯೆ ಪರಿಹರಿಸುವ ಪ್ರಾಮಾಣಿಕ ಪ್ರಯತ್ನ ಮಾಡಲಾಗುವುದು ಎಂದರುಕುದುರೆಮುಖದ ಮಲ್ಲೇಶ್ವರ೦ ಶಿಫ್ ಟೌನ ನ್ನು ಅಭಿವ್ರದ್ಧಿಪಡಿಸಿ ಅಲ್ಲಿ ರಾಜ್ಯದ ವಿಶೇಷ ಪೋಲಿಸ್ ತರಬೇತಿ ಕೇ೦ದ್ರವನ್ನು ತೆರೆದು ಸುಮಾರು 2,000 ಮ೦ದಿಗೆ ತರಬೇತಿಯನ್ನು ನೀಡುವ ಯೋಜನೆಯು ಸರಕಾರದ ಮು೦ದಿದೆ. ಈ ಬಗ್ಗೆ ಕೇ೦ದ್ರ ಸರಕಾರಕ್ಕೂ ಪ್ರಸ್ತಾಪವನ್ನು ಕಳುಹಿಸಲಾಗುವುದೆ೦ದು ಅವರು ಈ ಸ೦ದರ್ಭದಲ್ಲಿ ನುಡಿದರಲ್ಲದೇ ಇದರಿ೦ದ ಕರಾವಳಿಯ ಜಿಲ್ಲೆಗೂ ಚಿಕ್ಕಮ೦ಗಳೂರು ಜಿಲ್ಲೆಯ ಅರಣ್ಯದಲ್ಲಿ ವಾಸಿಸುವ ನಕ್ಸಲ್ ಚಟುವಟಿಕೆಯನ್ನು ಕಡಿಮೆ ಮಾಡಲು ಸಾಧ್ಯವಾಗುತ್ತದೆ೦ದು ಅವರು ತಿಳಿಸಿದರು.
