We are committed to promoting Tulu

Udupi Sept 29: Home Minister V.S. Acharya said on Monday that the State Government was committed to the promotion of Tulu. He was speaking after releasing the Tulu book “Kemthur Doddanna Shetrena Samagra Kavya”, here. He also inaugurated the Kemthur Doddanna Shetty Memorial Trust on the occasion. Dr. Acharya said the initiative taken by the Government was responsible for establishing the Department of Tulu and Translation Studies at the Dravidian University at Kuppam in Andhra Pradesh. The Government was keen on getting Tulu included in the Eighth Schedule of the Constitution, he added. The late Kemthur Doddanna Shetty had put in a lot of effort to popularise Tulu literature by the means of theatre at a time when the reach of the mass media was limited. His contribution to Tulu literature and theatre could not be exaggerated, Dr. Acharya said.
Presiding over the function, president of Tulu Koota Bhaskaranand Kumar said that Kemthur Doddanna Shetty was the leading light of Tulu movement. The Kemthur Doddanna Shetty Award, given by the Tulu Koota annually here for the best Tulu drama, had given a fillip to meaningful dramas being made in Tulu, he said.

"Following assertions made by certain Congress leaders detained on Adugodi City Armed Reserve premises, clarifications have been issued to the public,"

*"The Congress didn't obtain licence from the police before its members went on a protest on Saturday morning,"

* 345 persons were detained for violating prohibitory orders and for attempting to lay siege to Vidhana Soudha. They were detained in the drill shed of the City Armed Reserve, Adugodi * Since 1982, this area has always been used as a detention centre. Agitating farmers, labourers, anganwadi workers and political activists have been detained at this place during protests * The area is a drill shed used for police functions. We have provided 300 chairs for persons detained on Saturday * They were given mineral water, tea and coffee. Lunch was arranged from Adiga's restaurant * The office room of DCP, headquarters, was vacated to accommodate detained leaders. Bathrooms at the DCP's office have been provided for all detained men and women * Two senior officers of DCP rank were looking after the well-being of detained persons from 11 am until their release at 5 pm * The detained were allowed to use mobile phones. No search was carried out on them * They were allowed to move freely within the vast area of CAR (south), Adugodi * The assertion that detained persons were kept at a dog shed is false. A signboard displaying `Police Dog Squad' was, incidentally, near the place of detention. Visuals that appeared in the electronic media also corroborate this fact. The height of a dog shed is 4 feet and the height of a conventional shed is minimum 16 feet * Police know that the detained are senior political leaders and activists. Karnataka revises doctors payscales

BANGALORE: Cheering news for doctors and lecturers this festive season. A salary hike for doctors and UGC scales for lecturers.The state cabinet on Friday decided to increase the salaries of its doctors by Rs 4,500 to Rs 8,000 and regularize the services of services of 462 doctors and 107 dentists working on contract basis.

The approved monthly hikes are: Rs 8,000 for post-graduates; Rs 5,000 for post-graduate diploma holders; Rs 5,000 for post-graduates (in-service); Rs 3,000 for post-graduate diploma holders (in-service); Rs 6,000 for doctors in rural areas; and Rs 4,500 for those who have served in rural areas. Briefing the media after the cabinet meeting here on Friday, home minister V S Acharya said this was what the government could do in the existing financial circumstances. The doctors had last month threatened to resign if their demands for pay revision and regularization of services were not met. They demanded the stipend be increased from Rs 6,000 to Rs 15,000 for interns; from Rs 11,000 to Rs 25,000 for post-graduates. Here’s the bonanza for lecturers in the state. As many as 11,500 lecturers in 339 government colleges and 298 private aided colleges will get salaries based on UGC scale. The Centre sponsors 80%, while the state’s share is 20%. This means an annual additional expenditure of Rs 954 crore — Rs 763 crore from the Centre and Rs 191 crore from the state. (TOI)

Special Police Station

BANGALORE: Smuggling spirit in Karnataka will not be easy now. A special police station -- excise enforcement and lottery prohibition wing, at Hampin Nagar was inaugurated on 24th Sept.

This is the 39th in the state and the first in the city. Other stations in Gulbarga, Shimoga, Bellavi, Bagalkot, Bijapur and Tumkur have already started to function. The minister said the government had already sanctioned 41 more special police stations for the state which will become functional by year-end."The government incurs huge losses due to the smuggling of fake Indian-made foreign liquor and spirit from other states like Maharashtra, Madhya Pradesh and Gujarat.'' S K Venugopal IGP (excise) said: "Few special excise police stations have started functioning and two more are expected to start soon. At this station in Bangalore, Abdul Sattar IPS will head a 12-member squad. Proposals for land have been made to the revenue department to create a parade ground and staff quarters; five acres are currently available. One more will soon be set up in Bangalore East." (TOI)

Ever since the Govt, headed by Sri BS Yadyurappa occupied the office in Karnataka it is working for the Long Term Development of the state and to implement the people oriented Programmes. With a view to achieve these goals we have taken the valuable services of the experts of various fields who have great vision, to prepare the vision document. The vision of our beloved former President Dr Abdul Kalamjee is a source of inspiration to our Govt, in drafting the vision document-2020.
The purpose of this document is mainly to achieve all round development of the state and to bring our state to the forefront of developed states of the Nation.
We have classified the development programmes under two major heads.

1. social infrastructure (Under social infrastructure our priority is for education, health, sanitation, development of SC/ST, backward classes and minorities)
2. Economic infrastructure.

After considerable progress in primary and secondary education in rural areas, we have to consider the higher education to the rural students on priority. We have taken a bold step to establish 23 new Polytechnics, in the state which would enable our rural youth to secure employment or to engage in self employment. As a part of this programme our Govt has decided to establish a Horticulture University at Bagalkot, an Agriculture University at Raichur and Law University at Dharwad, Animal Husbandary and Fisheries Colleges have been strengthened.
You may be aware that we could establish six medical colleges in Govt sector within a short period of two years which is an all time record. Every year six hundred more students belonging to all groups are getting admission on the lone consideration of merit in their respective groups of reservation. I am happy and proud to inform you that this achievement was possible during my tenure as the Minister for Medical Education.
Coming to our programmes and plans in the districts of D.K and Udupi, I would like to place it on record that these two districts are in the forefront of all development activities in general and in education and health care in particular. We have to work hard not only to retain our position in the state but also to achieve the first place in the country.
Public private participation is our basic policy for development which is being practiced in these districts. Our Govt is committed to encourage the private sector participation in education, heath, industry and other development activities.
AGRICULTURE: During 1950`s D.K district had a unique position in paddy cultivation. We were one among the first 50 districts in the country which were growing the highest paddy. Contrary to that status, now we are not in the list of prominent paddy growing districts. This is due to the fact that traditional agriculture in our districts are not economically profitable. Our farmers have experimented many change of groups like aracanut, coconut, cashew, pepper, vanilla etc and could not get adequate return. We have to declare these districts as horticulture districts and provide sufficient financial backing with cheaper rate of interest and subsidy. Fruit processing industries are to encourage to achieve viability. Our Govt would examine these proposals and initiate necessary actions.
Our achievement in the field of milk and diary production is very encouraging in the past 40 years. Our total milk production at present is 3 lakh letters per day. We will further strengthen the animal husbandry so that our agriculturists may find an alternative source of regular income.
The tourism potentiality of the coastal areas is not exploited well. There is a good scope to develop tourism by attracting huge domestic as well international tourists we are proposing o provide good facilities like hotels resorts, etc to the tourists by encouraging the private entrepreneur.
Providing drinking water to all the villages has still remained a challenge. Our Govt attaches all importance to the Programmes of drinking water supply to both rural and urban areas.
Fisheries has to be encouraged and sufficient backup to be given. Our Govt has given good support to this activities in the form of subsidy, supply of diesel at the subsidized price, encouragement to the ice industry, formation of fisheries, ports etc. This field is providing employment to lakhs of rural people and we have to further exploit the employment potentiality of this activity.
In the coming days, we have to encourage the automobile, readymade garment, printing, electronics and other small scale industries to create mass employment. Shore based and gas based industries are to be encouraged.
The skills of rural artisans and mechanics have to be recognized by certification is skills which would provide them more employment opportunities and enhance their status.
Whenever we speak about the development of these two districts we remember the name of the Late Srinivasa Mallya, who was responsible for the constructuion of NH 17. However, we were not able to timely strengthen and expand NH 17 and 48. this is high time for the state and the central Govt top take up these projects on top priority. I, on behalf of the state Govt would assure the Govt of India to fulfill all the statutory obligations in this regard, and call upon the Govt of India to speed up the work.
The railway has only a token presence in these two districts and Govt of India has to take initiative to expand the Railway line and to provide Train services. We will take action to provide good Roads to the Railway stations and upgrade these stations. Good Roads will be provided top the International Airport at Mangalore. An Airport is also proposed for Udupi.
Housing activities and industries are facing ,many problems on account of various Land related regulations like land Reforms Act, Land Revenue Act etc. we arre proposing to simplify the conversion of Agricultural Land to non-Agricultural use, Zonal restrictions etc.
We had around 18 custom bound ports which are reduced to two at present, one at Mangalore and the other at Malpe. We have to develop commercial and fisheries ports to boost the economic activities. (Courtesy: Richard Rego`s Blog- ) /Photo: Mangalorean

LAW AND ORDER: HOME MINISTER DENIES CHARGE

Mysore, Sept. 22 (DV&RK)- "The Prime Minister himself has expressed his satisfaction over the law and order situation in Karnataka. But the opposition leaders have raised a hue and cry that it is deteriorated. We do not take such allegations seriously," said Home Minister V.S. Acharya today.
He was speaking to reporters at Maharani's Arts and Science College in JLB Road here.
Referring to the threat by Congress leaders to lay siege to Vidhana Soudha on Sept. 26, he said, "People have a right to protest, so let them protest, we will deal with it suitably."
Reacting to the recent incident at the written test for the post of Development Officers of Village Panchayats, he said, some suspects have been taken into custody, investigation is going on and the guilty would be punished.
Some unseen hands are bringing bad name for such exams which are held with transparency and honesty, he added.

Referring to the threat by Congress leaders to lay siege to Vidhana Soudha on September 26, Dr Acharya said they are entitled to stage demonstrations and the Government will deal with their protests properly. Education Meet: Udupi

Udupi, Sep 20: An education meet was held at Bhavani Mantap, Ambalapady, here on Saturday September 19, by Taluk School Head Teachers’ and Pre-University College Principals’ Association. District-in-charge minister Dr V S Acharya inaugurated the programme and said, “Teachers have the responsibility of motivating students to develop an interest in a variety of topics that enrich their study. They are also instrumental in shaping the future of students to help them lead the life of a responsible citizen in the country”, he said.The programme was presided over by MLA Raghupathy Bhat. Ambalapady Sri Janardan Mahakali temple trustee Dr N B Ballal, deputy director of public instructions Dr Mahidas, block education officer Vasant Shetty, and Manjunatayya were present. Education expert K R Hande delivered a significant lecture on the occasion. The heads of schools that bagged cent percent results in SSLC and all those that secured high marks were also honoured during the programme. T Manjappa compered the programme.

Roads in Udupi to be widened: Minister

Udupi: Home Minister V.S. Acharya said on Saturday that many roads in the city would be widened to facilitate smooth movement of traffic.
He was speaking after inaugurating two bus-shelters at Parkala here.
Dr. Acharya said that an action plan had been drawn for the four-laning of the Tangadagadi-Gundibail Road in the city. The land acquisition on the stretch between Tangadagadi and Gundibail was estimated to cost Rs. 11 crore. The broadening of the Kadiyali-Syndicate Circle had begun, he said.
The MIT-Athrady Road would be widened after completing the land acquisition process. The Government was contemplating on widening the Adiudupi-Malpe Road. Mangalore Airport Should be Named ‘Tulunadu Airport’

Karkala, Sep 19: “Mangalore Airport should be named ‘Tulunadu Airport’ by the union government, in order to give national recognition to the land of Tulu”, said Sri Kshetra Dharmastala Dharmadhikari Dr D Veerendra Heggade. Dr Heggade was speaking at the national seminar on ‘Tulu and Its Land’, held at Bhuvanendra College here on Saturday September 19. The seminar is a curtain raiser to the World Tulu Conference.
The seminar was held with the collaboration of the Central Institute of Indian Languages, ministry of HRD, Manasa Gangotri – Mysore University, Karnataka Tulu Academy, Department of Kannada and Culture, and the World Tulu Conference committee.
MLA Gopal Bhandary said that Dr Heggade’s influence and the strength of Tulu as a regional language should get it world recognition after the successful convening of the World Tulu Conference in December. Rajesh Sachdev, director, Central Institute of Indian Languages, delivered the keynote address on the occasion.
Tulu litterateur Yerya Laxminarayan Alva, Karnataka Open University vice-chancellor Professor B Vivek Rai, MLA Gopal Bhandary, and Bhuvanendra College principal Dr Padmanabha Gowda were present.

Home Minister V.S. Acharya said that it was necessary to first recognise Tulu as a State language as this would make it easier to get it included in the Eighth Schedule of the Constitution. Dr. Acharya said that Tulu was one of the oldest Dravidian languages. It was a common misconception that Tulu did not have a script, but the fact was that it had a script.
About six decades some scholars used to write in Tulu script. However gradually, the usage of Tulu script had stopped. The UNESCO had made a list of languages which were in the unsafe category and faced a threat of getting extinct. Tulu was among them. This should be taken as a warning and efforts should be made to protect and promote Tulu. “Languages become extinct because of prolonged disuse. We have to protect Tulu,” he said.(The Hindu)

A day after Chief Minister B S Yeddyurappa proposed a resolution on a two-child norm for population control, Home Minister V S Acharya struck the moderate note saying that the state had to contend with an already “skewed gender ratio” in the 0-6 years age group.
Acharya’s statements came during discussions in the Legislative Council on Friday.
The home minister noted that across the state, the population growth rate was negative, except in Bangalore and Koppal districts, where it was “plus 5 per cent” and “plus 2 per cent” respectively.
The population of the 0 to 6 age group, which was 1.43 lakh during the 1991 census had fallen to 1.05 lakh during the 2001 census, he said and pointed out that the ratio of male to female in this age group was 1000:964.
For one thing, there was a need to promote “responsible parenthood” measures among the economically weaker sections, which account for the large number of infant mortality cases, Acharya said and added that there was also a need to convey the message to women in the reproductive age group. (TOI)

Self Restraint by the media: need of the hour

An ill timed statement about law and order- falsely attributed to the Governor, Legislative session in progress ...timing is just right for the miscreants to play havoc!

What is needed at present is the self restraint by the media, not to blow these incidents out of proportion.

Condemning the incident, home minister V S Acharya alleged that some anti-social elements were trying to create disharmony. He gave an assurance that churches in the state would be protected. Acharya said he had deputed a team of senior officials to get an on-the-spot assessment of the incident, and instructed the police to speed up the investigation.

Unanswered questions:

1. Why there was no security guard on duty? (the security guard has been away on leave 3 days ago!)

2. Why did the Congress brigade visit the place at 11am, much before the Church authorities lodged the complaint regarding the attack? (whether the Cong brigade was there to verify the job done by the hired miscreants?)

1. Is it the job of the police to guard places of worship?

2. To Blame the police for the vices of the society, is similar to blaming the doctor for ill health!

3. Will the attacks on the church lead to polarization of the Majority communities?

400 SIs, 9,000 constables, 50 stations

MYSORE: Home Minister V S Acharya on Monday said that the government will recruit 400 sub inspectors, 9,000 constables and open 50 new police stations before March 31, 2010. He said that the government would provide quarters to all the police men in service in the state.
Speaking after inaugurating a new police station in Gundlupet on Monday, he said that the government has approached NABARD and other funding agencies to construct houses for policemen. “New Superintendent of Police Offices will be constructed at a cost of Rs 2.4 crore in the new districts,” he said. Acharya said that the government has sought the advice of senior officers to strengthen the police force — including internal security, coastal police, Armed Reserve and other forces.
He said that the then National Democratic Alliance Government and Home Minister L K Advani had ensured enough funds for the modernisation of the police force. He also said that the government has appealed to the Prime Minister for more funds, following the terrorist attacks in Mumbai last year.
“Chamrajnagar and Beggur have been included among 50 new police stations proposed for the state,” added the Minister. IENS
